Request for Applications- Field Office Manager

DAI seeks a Field Office Manager for the USAID Tayar Nepal Improved Disaster Risk Management Project.

Detail Scope of Work:

Position: Field Office Manager

Level of Effort:One Year Full-time, Fixed Term Contract, with possibility of extension until the close of the project

Period of Performance:on/about October 1, 2019 – September 30, 2020

Base of Operations: Nepalgunj, with travel to priority Tayar municipalities and Kathmandu

Project Background:

USAID/Nepal’s Tayar Nepal – Improved Disaster Risk Management Project will strengthen the capacity of Nepal’s national and municipal institutions responsible for disaster preparedness and response.  In a country prone to a myriad of natural disasters, at the national level Tayar Nepal will build the capacity of disaster risk management (DRM) institutions, including the newly created National Disaster Management Agency (NDMA).  Locally, Tayar will support eight urban municipalities to develop risk-sensitive land use plans and then support the prioritization and implementation of a set of technical assistance packages improve disaster resilience. In the event of a disaster over the life of the five-year project, USAID/Nepal may engage the program’s rapid emergency response mechanism. Tayar will work closely with the Government of Nepal and Nepali emergency responders to mobilize technical assistance, commodity support, small-scale infrastructure, and information management support. Tayar will apply lessons learned from disaster response efforts to improve national-level DRM systems and municipal-level risk-reduction activities.

Position Overview:

The Field Office Manager will coordinate daily administrative operations of Tayar’sNepalgunj office, including human resources, facilities, procurement, and IT. 

Responsibilities:

  • Oversee day-to-day business operations of the office 
  • Ensure all personnel policies are adhered to ensure compliance with local labor law and USAID regulations
  • Manage recruitment and salary negotiations for Nepalgunj staff positions 
  • Ensure that administrative records, personnel files, and office documentation are well-organized and maintained
  • Book and confirm all local travel and lodging arrangements for Activity staff and visitors in coordination with the Main Office-based Director of Operations
  • Maintain the Field Office project inventory, including periodic inventory audits
  • Assist in organizing meeting facilities, equipment and schedules
  • Oversee and manage Field Office driver schedules, and vehicle use and maintenance logs
  • Oversee and ensure the order and cleanliness of the office
  • Organize, manage, and process official DAI correspondence and other project documents, including incoming, outgoing and interoffice mail and faxes
  • Answer and manage the Field Office phone, taking and relaying messages to project staff as needed
  • Coordinate with Security Focal Point and Chief of Party on all security related issues, ensure staff and STTAs compliance with DAI security policies and procedures
  • Manage Field Office petty cash account funds, expenditures and maintain associated records

Qualifications:

  • Minimum 5 years of relevant professional experience;
  • University degree in Accounting, Finance Business Administration or equivalent;  
  • Strong office management and communications skills, experience with financial processes including petty cash management and invoice review;
  • Familiarity with USAID human resource management and travel rules and regulations; and
  • Fluent in written and spoken English. 

Level of Effort, Location and Reporting:

The level of effort is 260 days per year.  The employment contract will be on a yearly basis, with possible extensions until the close of the project. The Field Office Manager reports to the Western Field Team Director.  The position is based in Nepalgunj, with travel to priority Tayar municipalities and Kathmandu).
