The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 National Consultancy in support of the Development of Municipal Disaster Risk Management Governance Assessment Tool

Purpose of Project and Background

 

 In 2018 IFRC expanded its existing relationship with Zurich Insurance into a second phase of the Flood Resilience Alliance (FRA), aimed at developing a model for delivering effective community flood resilience programs at scale and contributing to shaping the flood resilience agenda of policy makers and donors. As a member of the FRA, the Nepal Red Cross Society (NRCS) and the IFRC Country Office Nepal support the vision and strategic objectives outlined by the FRA with a specific focus on:

  • Supporting strong   DRM Governance, including flood resilience, at national and subnational levels in Nepal, primarily through development of, consultation on and advocacy efforts related to the Municipal DRM Governance Assessment Tool for Nepal.
  • The Assessment Tool under development by NRCS, the IFRC and key partners aims to support a more systematic and inclusive DRM Governance in the new Federalised structure in Nepal in addition to supporting more effective governance for Coordination, collaboration and partnership on DRM at the municipal level in Nepal.
  • Influence policy makers and donors to increase resilience to floods through joint advocacy efforts designed to promote innovation and investment in building resilience at national, regional and global levels.

 The Municipal DRM Governance Assessment Tool will assist decision makers and practitioners in Nepal to take a systematic and coordinated approach in the decentralization of the DRM Governance Framework for Nepal in particular in the relation to the development of local laws, regulation and policy. The Municipal DRM Governance Assessment Tool provides key questions to be assessed and analysed to ensure a climate smart and inclusive framework is established in municipalities.

 The Municipal DRM Governance Assessment Tool has been drafted  utilizing IFRC Disaster Law tools, including the DRR and Law Checklist, as well as the Domestic Law and  Preparedness and Response Law Checklist (Draft), and use of recommendations from IFRC research on Gender Equality and  Protection from SGBV in Disaster  Law as well as Research on Regulatory Barriers to Shelter (Housing Land and Property  Rights). This has included three in – depth case studies from Nepal – SGBV and Disaster Law, Regulatory Barriers to Shelter in Nepal, DRR and Law in Nepal.

 

 Alignment to the IFRC’s objectives and strategy

 

The International Federation of the Red Cross and Red Crescent Societies (IFRC) in the world’s largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The IFRC acts before, during, and after disasters and health emergencies in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity, and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade. Strategy 2020 guides the actions of the IFRC. It defines three strategic aims for the IFRC and its member National Societies, in order to align under a common vision:

 

  • Save lives and help people prepare for and recover from disasters and crises.
  •   Enable safer and healthy living, and make better provision for marginalised people.
  • Promote social inclusion and a culture of non-violence and peace.

 

 The IFRC Secretariat has a decentralized structure: five regional offices (each with several Country Cluster Support Team and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat based in Geneva. 

 This consultancy contributes to the Enabling Action 2 of the Strategy 2020: “pursue humanitarian diplomacy to prevent and reduce vulnerability in a globalized world”. At the level of Nepal, it is part of the 3rd Strategy for Implementation of the 2019 Operational Plan “influence others as leading strategic partner”.  

 Project objectives

 Working in partnership with flood resilience partners in Nepal, the Red Cross will contribute to improved development and implementation of laws, policies and plans for effective flood resilience at national and local levels in Nepal.

 This will primarily be achieved through development and piloting of the municipal disaster risk governance assessment tool. This tool provides a practical checklist on key governance and regulatory considerations to guide development of municipal and provincial frameworks. The assessment tool uses the Disaster Management Law 2017, Local Governance Act and Constitution as its basis and will be revised to ensure that relevant water management and other sectorial law considerations are incorporated. It will also incorporate best practice recommendations, derived from key IFRC global disaster law tools related to effective disaster and climate risk governance. Further, it will take stock of the experience gained in the country through recent projects including an assessment of DRRM capacity at local level (such as the IOM-led initiative in 14 municipalities of Nepal).

 As part of the Flood Resilience Alliance, IFRC and Nepal Red Cross Society seek to:

  •  To strengthen coordination, collaboration and partnership with government authorities and DRM actors
  •  To sensitize provincial authorities on DRM local risk
  •  To assist formulation of DRM law policy at municipal level in line with new Governance structure
  •  To support alliance partners on local DRM advocacy through mobilizing the local Red Cross Chapters. 

Desired outcomes

 The Municipal Disaster Risk Management Governance Assessment Tool will contribute to enhance DRRM mainstreaming within development plans of the Government of Nepal, in particular at the level of the 753 Municipalities in the country. The Assessment Tool will allow local policymakers and practitioners to assess the overall DRM Governance architecture of their Municipality in line with the Disaster Risk Reduction and Management Act 2017, the Nation Disaster Risk Reduction Policy 2018, the Disaster Risk Reduction National Plan of Action 2018-2030 and the Local Government Operation Act 2018.

 Further it will support to develop trained human resource at federal, provincial and local levels. IFRC, through its Secretariat position of the National CBDRM Platform (under the chairmanship of MOFAGA) will ensure that this assessment tool will be a guiding document to all the DRR stakeholders working at federal, provincial and municipal level.

In case of travel outside Kathmandu (to be agreed upon as part of initial action planning), the travel regulations of the IFRC will apply (transportation, accommodation, per diem, etc.).

Schedule for payment of fees

 The IFRC will provide the following payments:

  •   Interim payment upon acceptance of the 2nd Draft Assessment Tool (end of August 2019): 50% of the consultant fees
  •  Final payment upon completion of all activities as per above timeframe (end of the December 2019):Remaining  50% of the consultant fees

Time Allocation, for budget purposes

Maximum total of 30 working days (from the contract signing date to the end of December 2019)

 

Management of consultancy

 This consultancy is commissioned by the Head of IFRC Country Office in Nepal.

 The line manager for the consultant is the IFRC CBDRM Platform Focal Point, under the overall guidance of the IFRC Programme Coordinator. 

 Expected Qualifications

 In order to fulfil the services as detailed above, the IFRC seeks the services of a Nepali individual with the following qualifications:

  •  University degrees at the post-graduate level in relevant field of study.
  • Proven track record of conducting technical consultancy services in the field of DRR in Nepal
  •  Recent experience in supporting institutional processes in the country, in particular related to institutional capacity enhancement, DRM Governance structures, climate change, governance, etc.
  •  Proven track record in data collection, data management and analysis as well as policy reviews.
  •  Knowledge and experience in working with the Red Cross Red Crescent Movement preferred.
  •  Familiarity with trends and developments themes in Nepal such as the new Federal System,
  •  Disaster Risk Reduction, international cooperation and coordination mechanisms preferred.
  •  Excellent written and spoken English skills and excellent analytical, writing and presentation skills.
  •  Demonstrated capacity to work both independently and as part of a team.
  •  Strong interpersonal and communication skills.
