Value Chain Development of Fruit and Vegetables Project (VCDP)

Ministry of Agriculture and Livestock Development (MoALD) with the Korea International Cooperation Agency (KOICA) and the United Nations Development Programme (UNDP) jointly implementing the Value Chain Development of Fruit and Vegetables Project (VCDP), along the three major corridors (BP highway, Prithvi highway and Hetauda-Dumkibas segment of East-West Highway) in Bagmati and Gandaki Provinces. The project aims to increase the income of 10,000 smallholder farmers through increased production, reduced postharvest losses, and better market linkage for selected fruit and vegetables.

Background Information

Ministry of Agriculture and Livestock Development (MoALD) with the Korea International Cooperation Agency (KOICA) and United Nations Development Programme (UNDP) jointly implementing the Value Chain Development of Fruit and Vegetables project (VCDP), focusing two road major corridors (BP highway and Prithvi highway extending to Syanja) and Hetauda-Dumkibas section of East-West highway. It aims to increase incomes for smallholder farmers, focusing on increased production, reduced postharvest losses, and the improved marketing system for selected fruit and vegetables. Targeted crops include tomato, cauliflower, cabbage, capsicum, cucumber, radish, carrot potato, onion, and garlic, while fruits are banana, citrus (mandarin, sweet orange and lime), papaya, pineapple, and watermelon.

Gross margin is an important indicator to assess the farm performance. With intervention of project activities, the project aims to improve the gross margin at farm level, cooperative level and other value chain actor levels. Therefore, the project has developed certain framework, tools and process to collect analyse and interpret information to calculate gross margin at different levels. For the same, two enumerators will be hired and mobilized to collect that primary information. This TOR is developed to guide the enumerator selection and mobilize them for the purpose.

Responsibilities of enumerators

The enumerators will perform the following task to support the gross margin calculation.

  • Assist Project in collecting data interacting with farming households and value chain actors
  • Seek out respondents who fit the suggested profiled in assigned locations and collect data based on questionnaires developed and supplied by project
  • Gather and accurately record responses on questionnaires provided by project
  • Ensure that questionnaire have been thoroughly checked and completed
  • Submit the completed questionnaires and other equipment used in field work to the project and
  • Capture pictures of different of vegetable cultivation and marketing practices,  
  • Work according to the project’s needs

Methodology

  • The project team will develop required set of questionnaire/checklist on digital platform and orient the enumerators accordingly.  
  • Project team will provide the information of study sites and potential respondents and key informant to support on this process. The enumerators need to collect primary data from 250 to 300 households from 11 districts. The enumerator will establish contact with the local contact person and plan for the survey.
  • Based on the instruction given by the project team and guided by the questionnaire/checklist, collecting of quality information from primary source is the major and important task of the enumerator.
  • Thus collected data will be verified and synced using digital platform.
  • The project team will undergo the data analysis and report preparation. In case of doubt on the data collected, the enumerators shall attend at project office to discuss and sort out the issue by proper explanation of the context and data characteristics.

Expected outputs (Deliverables)

  • The incumbents are required to respond to all responsibilities stated above and produce following deliverables during the contract period:
  • Duly completed questionnaires/checklist
  • Proper datasheets in prescribed template
  • A brief report of assignment completion with highlights on variation on production practices, marketing practices, weather/climate of specific pocket, etc.

Institutional arrangements

The enumerators will work under overall supervision of the National Project Manager and directly report to Marketing and Value Chain Specialist of the Project. They will provide bi-weekly briefs via email or other means on the progress of the work, any challenges being encountered, or risks foreseen, proposed or taken mitigation measures, and where project support is required. Outputs produced will undergo review for certification of acceptance. The full datasets and report will be provided to project at the end of the service.

Duration of the work

The number of effective working days will be 45 spreading over July -September 2019. Consultants will start working from July 2019. As data will be collected at a time when harvest is completed, data collection timing may differ per crop. Final report of this assignment is to be submitted no later than 25 September 2019. Proposed tasks to be accomplished within the time frame for the assignments are as follows:

Duty station

The role requires frequent travels to and days to be spent in the field of project target areas in Province 3 and Gandaki Pradesh.

 

Qualifications of the contractor

The incumbent(s) should have:

  • A bachelor’s degree in agriculture, economics, management, social science or related fields
  • Experience in data collection, administering questionnaires, conducting interviews, and entering data,
  • Demonstrated work experiences in similar assignments for crop production economics or gross margin analysis and agriculturevalue chain
  • Fluency in speaking and understanding Nepali and English

SCOPE OF BID PRICE AND SCHEDULE OF PAYMENT

  • The total effective workdays for this consultancy will be 45 days spread during July to September 2019. The total consultancy fee will be not more than Rs. 60,000 per consultant subject to applicable tax as per prevailing rule,
  • To cover the food, accommodation and travel expenses in the field, a consultant is eligible to claim Daily Subsistence Allowance for up to 35 days during the entire period at rate of Rs 2000/day. There should be clear and specific field travel plan duly approved by supervisor. On top of this, a consultant will receive Rs. 1,000 as communication expenses during the entire assignment,
  • Upon submission of workplan, 40% of the consultancy fee will be released. After submission of the data, another 40% will be released and remaining 20% will be released after accepting the data set and final report.
  • Final payment will be released after submission of the final report and acceptance by the project
  • Project will issue the group accidental insurance policy of Rs 500,000 in favor of the enumerators.
