WORK CONTEXT/ BACKGROUND: 

In 2000, Rural Education and Environment Development Centre (REED-Nepal) was established with the goal of ensuring quality education for Nepali children. The Education Program Manager (EPM) is responsible for delivering the Teachers Training Quality Education (TTQE) program funded by the Australian Himalayan Foundation in accordance with the Monitoring & Evaluation plan of the program. The TTQE program is an innovative approach to deliver quality, inclusive education to the children of lower Solukhumbu through key program outcomes. The EPL will be responsible to implement the program following the program design; review the implementation through participatory approaches and upgrade the program continuously to ensure adaptability and innovation. S/he will supervise the education program team with coordination MEAL manager to deliver programmatic results as per the annual plan. To ensure a strong evidence based program development, the EPM will manage and deliver on a rigorous M&E plan that includes data collection, analysis and reporting as agreed with AHF. The EPM will be responsible to report to the major donor AHF as per their requirements.

Position Purpose

The Education Program Manager is responsible for positioning REED-Nepal to devise our organizational strategy, oversee its implementation and assess its outcomes. Incumbent will identify educational needs and drive initiatives that build quality education incommunity schools of lower Solukhumbhu. 

The purpose of the post is to contribute to the REED in the area of education in general and particularly develop the capacity of Schools.

Expected Results:

  1. Model Schools are demonstrating quality, inclusive education practice.
  2. EGRP Children read and write competently in Nepali by class 3 under the CLIPS program.
  3. Children meet prescribed government competency and benchmark standards in English, Math and Science (EMS)-100 Schools.

Key Objectives of the Position

Major Responsibilities:

  • To deliver the TTQE program following the program design and M & E plan through innovative, adaptive and participatory approaches.
  • To lead, manage and deliver on the Education Programme agreed with the AHF that includes data collection, analysis and reporting.
  • To supervise, coach and lead the field education development officers and to deliver programmatic results as per the annual plan (carrying out regular review workshops, brainstorming and interactions with field staff and stakeholders including REED Head Office and AHF for this purpose). 
  • To review the implementation through participatory approaches and upgrade the program continuously to ensure adaptability and innovation to deliver on the identified programmatic outcomes.
  • To work closely with technical experts and researchers as required for program and Develop training manual cooperation with Training and research department. 
  • To carry out capacity assessments of the programmatic team and advise their professional development to deliver on results. 
  • To liase and network with local HTs, teachers, school management committees, NGOs/CBOs, and other stakeholders in Solukhumbhu as and when required.
  • To motivate school management committees, HTs, teachers and local communities for their active participation in the project planning, implementation and monitoring and evaluation, as and when required.
  • To provide technical inputs to local schools and field staffs in the TTQE project area to ensure program delivery.
  • To monitor and ensure practice of: gender and disability inclusion, child protection and environmental responsibility across the TTQE program.
  • To liaise with all government line agencies at rural municipality and district level.
  • To assist the development and documentation of learning materials such as training manuals and appropriate educational materials.
  • To ensure all activities are implemented as per REED policy and guidelines and project activities are timely completed as defined in the annual implementation plan.
  • Receive community proposals, scrutinize, check and verify and develop and submit them to concerned authorities for necessary actions. 
  • Check properly financial status and recommended to payment timely in field office 
  • To assist different intervention of TTQE Project on model schools, EGRP, EMS and school going initiatives  for basic school in coordination with  Village Education Committee, Rural Municipality,  District Education Coordination committee and schools
  • To ensure that appropriate monitoring and data collection are ongoing
  • To report to the major donor partner AHF as per their requirements
  • To regularly complete and submit required project management
  • Carry out other relevant tasks requested by Programme Director

 

Person Specification 

  • Minimum Bachelor’s Degree, Master’s Degree (preferred) in Education /Sociology/ Management or other relevant field.
  • Master’s Degree with minimum of 5 years working experience or Bachelor’s Degree with Minimum of 7 years working experience (preferably in I/NGO sector)
  • Clear understanding of issues project has to work on
  • Knowledge on Education 
  • Good conceptual and practical skill to write project concept paper, design documents and report of the project.
  • Prior experience of conducting Baseline survey andaware of Evaluation and Monitoring process and tools.
  • Ability to facilitate Training, Seminar and Advocacy programs.
  • Proven management and leadership ability
  • Good communication and networking skill
  • Good proficiency in English & Nepali, both written and verbal 
  • Good time management skills
  • Decision making and problem solving skills
  • Competent in using MS Word, MS Excel and PowerPoint presentation
  • Good report writing and documentation ability
  • 50 % field visit in the working area is expected 
  • Good working relationship between Education project and other projects including special projects in the working area.
