Terms of Reference – Consultant for Media Analysis
1.Background
Federation of Sexual and Gender Minorities, Nepal (FSGMN), founded in May 2007, is the first and the only network of lesbian, gay, bisexual, transgender and Intersex (LGBTI) organizations in Nepal. The purpose of FSGMN is to create a strong network of organizations with the capacity to work with the LGBTI communities across all of Nepal in the areas of health issues, advocacy and human rights.Federation of Sexual and Gender Minorities Nepal (FSGMN) is implementing "Colors of Rainbow Project" in partnership with Restless Development and Amplify Change. The project aims to strengthen LGBTI network by capacitating its CSOs/CBOs so that the network is strengthened to initiate nationwide advocacy efforts to ensure their Sexual and Reproductive Health Rights (SRHR).
To generate the evidence for advocacy, FSGMN seeks to conduct a media analysis of the LGBTI issue coverage in media. The analysis will mainly study the thematic areas that are usually covered by the media and study how media portrays the sexual and gender minorities.
Objectives
The major objective of this consultancy service (consultant firm or individuals) are as follow:
2.1. To study and analyze how media portrays LGBTI community issues
2.2. To identify different thematic areas (employment, rights, education, and access to services) that are covered in the media (including social media) regarding LGBTI community
2.3. To study the frequency and priority that media gives to the issues of the LGBTI community
2.4. To provide key potential recommendations for advocacy actions and other relevant issues based on the findings
3. Methodology
- Study and analyze news/ articles covered in news of various online, printed, audio-visual medias selected through sampling
- Study the news coverage of the selected media for the time span of 1 year i.e. January 2018-December 2018 and analyze its different thematic areas, frequency of news coverage, priority that media provides to the LGBTI issues.
- In close coordination with the FSGMN and Restless Development project team developthe first draft of the media analysis report.
- Incorporate revisions based on the feedback provided by Restless Development and FSGMN
- Final Media Analysis Report Submission with key recommendations
- Present the overall findings during dissemination workshop
4. Timeline
The work will be started from 25 Feb to 30 March 2019
5. Expected Deliverables
5.1.Media Analysis Report
The media analysis report must be able to provide a strong evidence on how media has been portraying the LGBTI and their issues as well as identify the key thematic areas such as employment, rights, education, and access to services these messages are and the key messages disseminated. The report should also cover the audience reactions such as likes, dislikes, shares in social media and newspaper and analysis of reader's reaction towards the news and use of language for the LGBTI community. The report must be presented from the perspective of advocacy and be able to provide key stepping stones. In addition, the report should also cover the perspectives of the media personals regarding the perception and spaces for the coverage of LGBTI related issues.
6. Desirables:
- Well known about the journalism and research methodologies
- A demonstrated knowledge on the areas of advocacy and evidence generation
- Experience of conducting media analysis in past
- Demonstrate experience on Youth and LGBTI issues
- Ability to work under a tight deadline
7. Supervision Arrangements
The consultant will be under the overall supervision of the National Program Coordinator and Board Members of FSGMN and Restless Development project team
8. Consultancy fees and benefits
The payment will be made in 3 installments; 30% after the agreement, 40% after the delivery of first draft of the report and 30% after the delivery of final report of media analysis.
