TERMS OF REFERENCE
Name of Project: SIKAI: Strengthening Inclusive Education in Nepal
Title of action: Provide specialized training and specific teaching learning materials to Disability Resource Persons (Itinerant Teachers)
1. CONTEXT
Handicap International (HI), operating name Humanity & Inclusion is an independent and impartial not for profit organization working in situations of poverty and exclusion, conflict and disaster. Since 2000, HI has been working in Nepal with Persons with Disabilities and vulnerable populations, focusing on their essential needs, improvement of their living conditions and promotion of their dignity and fundamental rights. HI Nepal has built its STRATOP for 2018-2020 on three main pillars which are as follows:
a) Rehabilitation and Health: Physical rehabilitation, provision and accessibility of rehabilitation services and sustainability of rehabilitation service
b) Inclusive Education: Implement projects related to inclusive education, with much focus on girls and children with disabilities
c) Resilience: Support people with disability and vulnerable communities to adapt to both their environment and their socio-economic situation and provide livelihood opportunities
SIKAI: Strengthening Inclusive Education in Nepal project, a joint venture of World Vision International Nepal (WVIN) and Humanity & Inclusion (HI) envisions that Most vulnerable children access and participate equally in education and achieve equitable learning outcomes in basic education which will be achieved through:
- Improved inclusive education environment in schools
- Communities are more supportive of the education of their most vulnerable children at home and school
- Improved function and governance of inclusive education and child protection systems
The project intervention is focused towards most vulnerable children those who are in basic level education level (aged 4-14) with focus on children with disability, those who are out of school, those from low caste and marginalized ethnic groups. The project have major three level of interventions i.e. community level, school level and system level for the sustainable impact.
The project funded by DFAT, starting from the 1st July 2019 and will end on 30th June 2023. The project is being implemented in Sarlahi district, province-2, in four municipalities.
The major outputs of the project are:
1. Teachers equipped to deliver inclusive education
- Equipped classrooms with supplementary and inclusive education learning materials
- Most vulnerable children and their families have information, incentives and assistive devices
- A functional community-based learning mechanism for children (literacy & numeracy)
- Functional institutional systems & resources to implement Inclusive Education at Province & Municipal level
- Engaged community groups & networks to address barriers to Inclusive Education.
2. DESCRIPTION OF THE REQUIRED SERVICE PROVISION AND SCOPE OF WORK
Based on the background mentioned above, the service providers is expected to provide following services:
- Develop specialised training package: Training package aimed to build skills and knowledge on inclusive teaching learning methodology and basic daly living skills to support children with hearing, visual and developmental disability either directly to children or through their parents/care giver and teachers. The training package should include basic braille skills and teaching learning methodology for children with visual impairement, basic sign language skills and children with hearing impairement and basic teaching learning methodology for children with developmental disability.
- Deliver the specialised training to 3 disability Resource Persons/Itinerant Teacher (Itinerant Teacher is the person who will bemobilized around households, communities, concerned schools, to provide technical support/guidance to children with disabilities, their teachers, caretakers and their parents to improve learning and daily living skills of children with disabilities and different learning needs)
- Provide Teaching learning materilas x 3 sets for the participants.
3. CONSULTANT’S PROFILE
Consultant can be both individual or institutional. Expected qualifications and competencies required for an individual consultant or focal person from the institution(s) include:
a) Master’s degree in Education/Inclusive Education/Disability or social science
b) Minimum five years’ experience in facilitating training to specialized teachers
c) Knowledge and experience in developing training package on inclusive teaching learning methodologies for the students with different types of disabilities and learning needs;
d) Knowledge and experience on developing inclusive teaching learning materails
e) Knowledge and experience in the field of Inclusive Education and disability is highly preferred.
4. SERVICE DURATION AND LOCATION
The consultant work will be based in Kathmandu and shall be engaged on a daily basis for maximum of 35 working days. The assignment is expected to start by 10th September 2019, upon signing of the contract between the consultant and HI and will end by 25th of October.
5. WORK SCHEDULE
The Consultant should set up a work schedule for the performance of the service in coordination with HI. The timeline for each assignment are as follows:
-Develop and share course content/training package considering children with visual, hearing and developmental disability - by 15th September 2019.
-Training to itinerant teachers to be started from 20th September, 2019 and completed by 20th October 2019.
-Develop and provide specific teaching learning materials to participants during training and a finalised version within five days after completion of the training.
-A Training Report including the Training package (content and training materials) to be provided to HI within five days after completion of the assignment.
The consultant is responsible for ensuring all deliverables are provided timely in line with the standards set in the Terms of Reference (ToR) and work in close coordination with HI Nepal office.
6. DELIVERABLES TO BE PROVIDED BY THE FIRM OR CONSULTANT
Deliverable 1: Course content and training/package for Itinerant Teacher
Deliverable 2: Deliver specialized training package (as spefified above) to three Mobile Teacher/Itinerant Teacher
Deliverable 3: A set of specific teaching learning materials to each Itinerant Teacher ( total 3 sets)
Deliverable 4: A Report on the completion of assignment including the analysis of pre and post test results .
7. CONTACT PERSON FROM HI
Within the framework of the service provision, the consultant will be asked to collaborate with HI’s teams who will be defined by HI later and who will be the point of contact.
8. BUDGET
Consultant has to propose expected budget to cover the overall cost including the cost of resource persons, Training logistic, training package development, hands out, specific teaching learning materials.
