TERMS OF REFERENCE

Name of Project: Empowering a New Generation of Adolescent Girls with Education (ENGAGE)

Title of action: Deliver series of training events to parent/care giver of girls with severe and profound disabilitiy in three districts (Banke, Parsa and Sarlahi)

1. CONTEXT

Handicap International (HI), operating name Humanity & Inclusion is an independent and impartial not for profit organization working in situations of poverty and exclusion, conflict and disaster. Since 2000, HI has been working in Nepal with Persons with Disabilities (PwDs) and vulnerable populations, focusing on their essential needs, improvement of their living conditions and promotion of their dignity and fundamental rights. HI Nepal has built its STRATOP for 2018- 2020 on three main pillars which are as follows:

a) Rehabilitation and Health: Physical rehabilitation, provision and accessibility of rehabilitation services and sustainability of rehabilitation service

b) Inclusive Education: Implement projects related to inclusive education, with much focus on girls and children with disabilities

c) Resilience: Support people with disability and vulnerable communities to adapt to both their environment and their socio-economic situation and provide livelihood opportunities

HI is implementing different inclusive education project among which Empowering a New Generation of Adolescent Girls with Education (ENGAGE) project is one. HI in partnership with VSO is implementing ENGAGE project. ENGAGE envisions a world where even severely marginalized out of school girls and girls with disabilities are empowered through education to make informed life choices, contribute to family decisions and confidently pursue their own economic opportunities. Despite long odds and facing many challenges, 2700 girls in three disadvantaged districts of Nepal’s Terai region – Banke, Parsa and Sarlahi.

To enable this, ENGAGE proposes a holistic programme to strengthen stakeholder engagement in inclusive education for marginalized out of school girls and girls with disabilities at household, school and system levels. Each girl including disabilities and marginalized will benefit directly from innovations in mentoring, personalized social support, community awareness and data collection, with many more girls (and some boys) indirectly benefiting from an improved environment and increased capacity for inclusive education. Importantly, ENGAGE is designed to link its grassroots-level interventions with the Government of Nepal’s national-level policy development process.

2. DESCRIPTION OF THE REQUIRED SERVICE PROVISION AND SCOPE OF WORK

Considering the rights based adaptation to ENGAGE and embracing the notion of The Leave No one Behind (LNOB), therefore including girls with profound and severe disability approach was also adopted in the ENGAGE project. In this regards, the possible minimum support that can be provided for girls with profound and severe disability were identified and planned to provide minimum support package for them that mainly includes Provision of assistive devices and mobility aids, Primary Rehabilitation Therapy (PRT), support with home accommodation i.e. ensuring minimum level of reasonable accommodation to ensure physical accessibility and to meet the education purpose of the project and parent skills and support training. The proposed activity in this ToR is to provide “Parent Skills and Support Training” to parents/care giver of 78 girls based on the content/training package developed by HI. The contents of which are parent coping skills, daily living skills, basic councelling skills, and sensitize on different specialised service providers and social-protection services etc. for girls with severe and profound disabilitiy. Along with the training, counselling to the parents and caregivers will be given on coping mechanism, child handling, proper care and their own personal well-being. This can also be aligned with support with linkages of the primary actors and / or their family with local disability groups.

Based on the background mentioned above, the service providers is expected to provide following services:

2.1. Deliver 5 events of 3 days training to parent/care giver of girls with severe and profound disabilitiy in three districts (Banke, Parsa and Sarlahi)

3. CONSULTANT’S PROFILE

Consultant can be both individual or institutional. Expected qualifications and competencies required for an individual consultant or focal person from the institution (s) include:

a ) a) Minimum Master degree in Education/Inclusive Education/Disability or social science

b) b) Minimum five years’ experience in facilitating training to parents/care giver, or specialized teachers. Skills and experience on how to support children with developmental disability, multiple and profound/severe disabilities

c) c) Knowledge and experience in the field of Inclusive Education and disability is highly preferred

d) d) Excelent counseling and facilitation skill is highly prefered

4. SERVICE DURATION AND LOCATION

The consultant work will be based in three district as mentioned above during the training period. However, s/he will be work in close coordination with HI team in Kathmandu. Consultant shall be engaged on a daily basis for maximum of 17working days. The assignment is expected to start by 18 October 2019, upon signing of the contract between the consultant and HI and will finish by the end of November 2019.

5. WORK SCHEDULE

The Consultant should set up a work schedule for the performance of the service in coordination with HI. The timeline for each assignment are as follows:

- Agreemnt signing the contrct between the HI and consultant- by 17 th October

- Designing the training delivery methodology and training preparation in close coordination with HI- by 18 October.

- Deliver one event of 3 days training in Sarlahi district- 21-23 October.

- Deliver 3 events of 3 days trainings in Banke district- 7-15 November.

- Deliver one event of 3 days training to parent/care giver of girls with severe and profound disabilitiy in Parsa district- 20-22 November.

6. DELIVERABLE

Deliverable 1: Deliver 5 events of 3 days training to parent/care giver of girls with severe and profound disabilitiy in three districts as mentioned above

Deliverable 2: Produce a report on the completion of assignment including the analysis of pre and post test results of training participants.

7. CONTACT PERSON FROM HI

Within the framework of the service provision, the consultant will be asked to collaborate with HI’s teams who will be defined by HI later and who will be the point of contact.

8. BUDGET

- Cost of service provision : Consultant has to propose the daily consultancy fee as a resource person for maximum 17 days.

- PAYMENT TERMS AND CONDITIONS: At the end of month or advance and by bank transfer or Cheque.

HI will bear the cost for the transportation and accommodation for traveling district for the training delivery.
