SUMMARY OF THE TERMS OF REFERENCE

Oxfam is seeking qualified and experienced consultant(s) to collect success story through video documentary and story book under Creating Spaces project of Oxfam. Creating Spaces to take action on violence against women and girls (CS) Project is being implemented since July 2016. The consultancy will follow visits to all project districts (Banke, Dailekh, Rautahat and Baitadi) and record the success stories  in the form of video documentary and story book. 

The consultant(s) team should consist of members who are experienced in video documentary, case story collection (book) and understands the issues of gender and social injustices mainly violence against women and girls (VAWGs), child, early and forced marriage, child protection, women empowerment etc. The total length of the assignment is expected to be 3 months (including field visits, travel days and table work).

BACKGROUND

Oxfam is an international confederation of 20 affiliates working in over 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by the population, especially women and other socially and economically excluded groups. Oxfam in Nepal aims to support the process of development by complementing the government's works. 

Currently Oxfam has four programmes:

I)DRR and Humanitarian

II)Food and Economic Justice

III)Gender and Social Justice

IV)Wash and Water Governance

These four programmes implement various projects in their specific themes. The Gender and Social Justice has been implementing a five-year project “Creating Spaces (CS) to take action on Violence against Women and Girls since June 2016. Under this context, Oxfam in Nepal intends to  develop a video and story book of the success stories of the Creating Spaces project.

PROJECT BACKGROUND:

Violence against women and girls (VAWG) and child, early and forced marriage (CEFM) in Nepal is high and the prevalence is taking a huge toll on families and on economies and productivity. The widespread prevalence of VAWG is particularly acute when it comes to child, early and forced marriages, domestic violence, trafficking in women and girls, etc. Despite considerable progress in establishing policies and programs, implementation has been slow. This gap is largely the result of deeply entrenched cultural values, attitudes and practices that are rooted in gender stereotypes and discrimination that continue to be used to justify the violence and exploitation of women and girls. 

In response, Oxfam has developed a long-term vision for addressing violence against women and girls (VAWG) including the prevalence of early and forced marriage, through coordinated prevention and response initiatives. The CS project builds on the compelling global evidence on combating violence against women and girls which demonstrates that the most effective strategies involve engaging a broad range of social actors as well as institutional and political leaders in efforts to reduce the social acceptance of gender-based violence and related practices. And more importantly, it embraces the core values of national policies and strategies developed to address VAWG and child marriage in its aim to reduce VAWG and child, early and forced marriage. 

The overall project framework revolves around three pillars: 

Pillar 1 – Prevention: Engaging key community actors to support and promote positive gender norms: Strategies and activities for this program pillar target three groups, influencers (religious and community leaders, political leaders, and private sector), youth/adolescents and women and girl community leaders, with the desired outcome of strengthening their engagement to advance women’s leadership and rights, and to reduce VAWG and CEFM. 

Pillar 2 – Response:  Supporting women and girls who have experienced violence: Strategies and activities in this pillar target women and girls who have experienced violence, including CEFM, along with staff of key institutions (civil society organizations (CSOs), especially women’s rights organizations (WROs), state and private sector) that offer either social and legal support services or economic opportunities, with the desired outcome of improving access by these women and girls to such services. 

Pillar 3 – Sustainability: Building knowledge and capacity of institutions and alliances to influence change: Strategies and activities in this pillar target supporting capacity development of partner CSOs, especially WROs, and supporting national and regional, networks and alliances.  The desired outcome is to support increased use of innovative knowledge, including best and emerging practice for response, prevention, and accountability mechanisms, to end VAWG and CEFM. 

Funded by Global Affairs Canada (GAC), and implemented by Oxfam together with partner organisations, Creating Spaces project is planned for implementation over a period of 5 years (July 2016-August 2021). It is implemented in 6 countries including Nepal. The aim of the project is to reduce violence against women and girls and child, early and forced marriage in Bangladesh, India, Indonesia, Nepal, Pakistan and Philippines.

The major objectives expected by the project by its end are:

•Strengthened engagement of key religious, community, private sector and political actors and youth in advancing women's leadership. women's rights and in reducing violence against women

•Greater access to support services and economic opportunities for women and girls affected by violence and child, early and forced marriage

•Increased use of innovative knowledge, including best and emerging practice, and accountability systems to end violence against women and girls

OBJECTIVES OF THIS ASSIGNMENT

This ToR is for a consultant/s to document representative case stories and video documentary covering the impact of Creating Spaces Project to end child early and force marriage and VAWG. It will be a collection of case story (individual / group success stories) in English and Nepali languages. The documentaries will be developed in the forms of DVDs and books which will be widely circulated among the concerned stakeholders and used as advocacy tools at community, province and federal levels. 

Specific objectives:

•To document the success stories of an individual as well as group of community discussion centers (CDC) members and child club members (CCs).

•To document, through video, the impacts of child early and forced marriage and VAWG.

•To analyss personal and social causes and factors that promote CEFM and VAWG and its social effect. 

•To analyse the changes in community after implementation of CS project. 

•To validate the findings by collecting people’s voices from the community. 

SCOPE OF WORK

•Oxfam GSJ/CS Project Coordinators will support and provide the support to the consultant for the arrangements, field visit plans and logistics for the field visits;

•The consultant will finalise everything related to the task in consultation with Oxfam’s GSJ PCs;

•The consultant will submit detail plan of the review and visit, to Oxfam after consulting with CS partners in respective project districts;

GENDER CONSIDERATIONS

•The consultant(S) team should be gender balanced with equal number of female trainers in the team. 

DELIVERABLES

 The consultant (s) will deliver the following:

•The Consultant(s) will submit a well-edited a 30-minute informative video in Nepali with English subtitles focusing on the impact of Creating Spaces Project to end child, early and forced marriages and VAWG including 20 successful case stories and “ people’s voices” to validate the stories relevant to the documentary. 

•The consultant (s)  will also prepare and submit one shorter version(maximum of 10 minutes)  of documentary in Nepali with English subtitles

•10 copies of CD including master copy in English with subtitles in Nepali

•300 copies of story book in Nepali 

•200 copies of story book in English

•1 Report

•Photographs and other evidences;

•Time-sheets of all team members.

COMPETENCIES 

•Sound knowledge of video documentation and production in the field of violence against women and girls (VAWGs) and good track record of similar work in the past

•Proven experience of story collection through video and high quality shooting and documentation skills 

•Proven experience of community level data gathering through video shooting

•Good understanding of women, children and gender issues 

•Good communication, facilitation and interpretation skills

•Consultant(s) must have VAT registration certificate. 

LOCATION  

The location of the video documentary and case story collection will be in Dailekh, Banke, Baitadi and Rautahat. CS Partner in respective district will plan the timing for the task in mutual coordination with other Partners, Oxfam and consultant.  Hence, the consultant is expected to be flexible as determined by the Oxfam and partners. 

LOGISTICS  

Project staff from Oxfam and partner organisation will support and accompany where necessary.  

SELECTION CRITERIA 

REPORTING LINE MANAGER

This work is to be delivered to the Creating Spaces Project Coordinator and overseen by the Head of Gender and Social Justice Programme.  

DURATION

The estimated input of the consultant(s) is 60 days (field only). The assignment is expected to start from 1 November 2019 – 30 Jan 2020.

BUDGET

 Terms of Payment

The consultant will be paid in two instalments - 1st installment (20%) will be provided after signing the agreement. Likewise, 2nd  installment (30&) will be provided after finalisation of work plan and final instalment (50%) will be provided to the consultant after the completion of  the production of the documentary and success stories and report submission.

RESPONSE

The Consulting VAT Registered Firm should submit the proposal to Oxfam by 20 September 2019 via mail to consultancy_nepal@oxfam.org.uk, clearly mentioning the title of assignment in the email subject line and not exceeding 15 MB.

CONFIDENTIALITY/ NON-DISCLOUSER 

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non-disclosure / confidentiality agreement as part of their undertaking of this work. 

INTELECTUAL PROPERTY, COPYRIGHT AND WONERSHIP OF THE MANUAL

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this training. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this training shall be passed to Oxfam without restriction.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam
