Abattoir Development is a major component of Heifer’s Strengthening Smallholder Enterprises of Livestock Value Chain for Poverty Reduction and Economic Growth in Nepal II (SLVC II) Project. At present, Heifer is facilitating development of 5 moderngoat abattoirs in 5 major cities across Nepal. The efforts are being made to develop and operationalize these abattoirs in the 4P's Model (Public-Private-Producer Partnership). The abattoirs are expected to improve the existing goat value chain in Nepal, enhance the income of the producers by ensuring their ownership in the business, and improve hygienic and safety standard of meat industry in the nation.

Scope of Study

There have been multiple attempts, both from the public and private sector, to establish and operationalize commercial scale abattoirs in Nepal. However, only very few privately owned export oriented abattoirs are observed to have business viability. Other domestic market oriented privately or publicly owned abattoirs have failed to achieve business sustainability. There has been limited knowledge on the reason for the failure of medium to large scale abattoirs in Nepal. Through this research consultation, HPIN seeks to document the learning on abattoir development and operations in Nepal focusing on the reasons for their failure.

Methodology

Following is the non-exhaustive list of expected activities for the research consultation:

1)Literature Review and Desk Review:

  • Literature review of existing information on abattoir related government policies, plans and regulations in Nepal
  • Literature review of the past and present abattoir development and operationalization in Nepal
  • Analysis of available market data on meat consumption, its growth trajectory on demand and supply (domestic and foreign) side
  • Literature review on successful abattoirs around the world having similar contexts to Nepal

2)Key Informant Interviews

  • Current and past meat entrepreneurs (private companies, individuals, cooperatives) who have run initiatives for abattoir development as well as meat traders
  • Government bodies that have run initiatives for abattoir development.
  • Livestock farmers
  • Relevant government officials from local level to federal level
  • General public for their perception on abattoirs and their need and utility

Expected Deliverables

  1. Detailed work plan
  2. Final research questions and methodology in consultation with Heifer team
  3. Success and failure case studies (number will be agreed upon consultation with Heifer team)
  4. Comprehensive report on the learning from the development and operations of abattoirs in Nepal including recommendations for similar future initiatives.
  5. Visual presentation of the findings of the work (PowerPoint, etc.)

Study Team

Required Competencies for the assignment

  • Master in business development, economics, agriculture economics or related subjects
  • Proven expertise on similar kind of research
  • Excellent analytical and writing skills
  • Strong communication and negotiation skills in English and Nepali as the research requires data gathering from entrepreneurs, government officials, farmers, etc.
  • Ready to work on given strict timeline
  • Capability to travel outside Kathmandu
  • Previous experience working in meat industry is desirable.

Time frame

  • Expected commitment is of 50 working days.

Interested consultant/consulting firms (VAT Registered Preferred) should submit following documents.

  1. Profile/ CV of involved company/ or consultants
  2. VAT registration certificate
  3. Tax clearance certificate
  4. Total Fee (Inclusive of fees, rents, travel costs, hotel costs)
  5. Detailed work plan

Payment

The terms of payment will be practiced as described below.

  1. The total fee will be paid upon the submission of assignment as per the Terms of Reference with full satisfaction evaluated by focal person

Response

VAT Registered Individuals/ Consulting Firms can submit their proposal to Heifer by May 8, 2019 via mail to heifer.nepal@heifer.org clearly mentioning the title of assignment in their email subject line.

Heifer Project Nepal reserves the right to accept or reject any or all proposals without assigning any reason.
