POSITION DESCRIPTION

POSITION TITLE: Integration and Milestone Manager

LOCATION: Kathmandu, Nepal, with travel to districts

REPORTS TO: Deputy Chief of Party

CONTRACT LENGTH: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed. The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY:

The Integration and Milestone Manager will develop strategies to successfully integrate, deliver services for the attainment of all programmatic activities. The Integration and Milestone Manager will be responsible for providing high level of technical expertise on better alignment of all 3 objectives of the project working with Government of Nepal (GON), Civil Society Organization (CSO) and Private Sector Engagement on reducing human trafficking and to serve trafficking survivors and at-risk populations.

ESSENTIAL RESPONSIBILITIES:

Program Management and Strategic Leadership

  • Provide strategic and technical pathway using best practice for the integration of project on all 3 objectives ensuring attainment of all program activities and deliverables on timely manner.

Policy, Integration, Development and Coherence

  • Work closely with Senior CTIP Manager and Senior MERL Manager to develop strategies to ensure full integration and quality of activities.
  • Lead building the project plan, coordinating the plan to completion, and evaluating the success – on-time delivery, annual plan, MEAL plan and progress on each milestone.
  • Take a lead in ensuring the effective integration of program strategies, initiatives, policies, and budgets.
  • Coaching and mentoring program team, ensuring that program activities are carried out effectively in a timely manner and address the issues on time.
  • Lead on program integration approach in program planning, budgeting and reporting.
  • Lead on monitoring, assessment, evaluation and continuous review for program quality of CSOs, Private Sector partners ensuring integrations across the project.
  • Ensure CSOs and private sector engagement milestones are efficiently and timely achieved with quality assurance.
  • Provide high quality written analysis and reporting.

Monitoring, Finance and budget management

  • Work collaboratively with other managers and specialist on integration approach in the funding proposals, budgeting and reporting
  • Develop approaches and tools to monitor the integration progress and milestone achievements
  • Carry out monthly reviews with the team.
  • Support team to monitor their activities and milestone accurately in order to flag issues in a timely way.

Knowledge Management

  • Monitor the evolving CTIP context and identify best practices derived from lessons learned.
  • Develop short communication pieces to keep the donor and the public informed of the project’s work

Donor Relation:

  • Ensure donor compliance on all program outcomes.
  • Ensure donor reporting as per prescribed format on time.

Team Management

  • Understanding and supporting team to technical integration and keep track of project milestone.
  • Ensure project team, partners are on-track with their requirements, so the project plans remain on-track.
  • As part of the project plan documentation prepare documents for Implementation and all Departments.
  • Capacity building to teams on integration and track down the progress.
  • Take lead on developing program teams to develop their skills in understanding program priorities.
  • Take lead on mentoring program team, ensuring that program activities are carried out effectively in a timely manner and with attention to quality.

Internal coordination and collaboration:

  • Coordinate and collaborate closely with the senior management team, program team, home office and field office.

External Liaison and Networking:

  • Develop and maintain high level of association with all 3 objectives of the project working with Government of Nepal (GON), Civil Society Organization (CSO) and Private Sector Engagement to ensure full integration and quality of activities.
  • Actively represent dissemination, planning and review meetings with the Government, donors and other stakeholders.

Other duties as assigned.

QUALIFICATIONS:

Education:

  • Bachelors level degree required, in international development, management, social science, human rights, economic development, law, public policy, or other related field of study. Masters degree strongly preferred.

Technical:

  • Minimum 7 years’ relevant experience working on CTIP, safe migration or other human rights issues. Must have significant technical knowledge about CTIP and/or foreign migration. Demonstrated experience working effectively with government, civil society partners and private sectors.

Experience:

  • Strong CTIP technical expertise and familiarity with legal, CSOs and private sector aspects of CTIP programming.
  • Experience in diverse, holistic, integrated development programming, designing, management, implementation and reporting.
  • Substantial prior success in developing successful, major, multiyear proposals.
  • Experience on successfully leading diverse teams building a high performing team that meets program objectives and works efficiently with other teams.
  • Experience in implementing grants from major bilateral donors, working with government, I/NGOs and CSOs.

Skills/Knowledge:

  • Technical experience and knowledge of human trafficking, labor migration and related themes.
  • Demonstrated senior-level management, problem-solving and strategic planning skills.
  • Strong performance management skills, including interpersonal communication, conflict resolution and staff development.
  • Strong budget and financial management skills.
  • Planning and time management. Able to prioritize tasks, manage time and tight schedules, work effectively under pressure, and assist direct reports with prioritization of tasks and meeting deadlines.
  • Financial Management skills. Proven ability to develop and monitor programme budgets.
  • Representation and negotiation skills. Ability to negotiate and maintain relations with external stakeholders.
  • Good communication and interpersonal skills. Strong trainer and facilitator.
  • Excellent written and oral communication skills in English and Nepali required with demonstrated capacity to deliver high quality donor reports and public presentations.
  • Proficiency with word processing, spreadsheet, and presentation.

Core Competencies:

Professionalism: Deep technical knowledge of social, economic, and political context governing anti-trafficking and safe migration issues in Nepal and internationally. Proven experience designing and leading complex CTIP or safe migration initiatives. Proven experience managing local CSO partners.

Planning & Organizing: Ability to plan work and manage conflicting priorities.

Communication: Excellent spoken, written and presentation skills, including the ability to liaise with technical staff and present information in a clear and concise style. Fluency in written in English and Nepali.

Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Effectively manage team dynamics.

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
