Wine to Water Nepal is seeking qualified and motivated candidates for the following short-term positions under a time-bound WASH programme. The contract duration will be 11 months, aligned with the project timeline. The detail about the programme and JD/JS of the both the positions are provided below:

Clean and Healthy Village Promotion Program
Program Objectives:
The primary objective of this initiative is to support the policy adopted by Jwalamukhi Rural Municipality to implement water, sanitation, and hygiene (WASH) activities within the municipality as per set targets under the “Mission 2082.” By 2082 B.S. (2025 A.D.), the municipality aims to complete the first phase of declaring model clean and healthy villages and to move towards establishing a fully sanitation-oriented municipality. This program also aims to assist in the declaration of clean and healthy villages and support the process of updating WASH-related data.
The specific objectives are as follows:
- To raise awareness among 100% of households within the municipality about water, sanitation, and hygiene practices by 2082 B.S., ensure continuous improvement in sanitation-related behaviors, and help achieve all behavior change indicators set by the rural municipality.
- To support the updating of the municipality’s WASH data and provide technical assistance as needed.

Job description/Job Specification
1. Position: WASH Officer
No: 1
Duty Station: Jwalamukhi Rural Municipality, Dhading
Reports to: WASH Program Manager
The WASH Officer shall have a significant role in support of Jawalamukhi Rural Municipality's policy initiatives for drinking water, sanitation, and hygiene (WASH). The officer shall facilitate the creation of model healthy communities, help in the declaration of clean and healthy villages, and facilitate systematic information monitoring and updating of WASH.
Major Responsibilities
- Policy Support & Programme Implementation
- Support the rural municipality WASH policy to promote clean and healthy villages.
- Facilitate the process of village declarations of clean and healthy villages.
- Data Management
- Collect and update regularly WASH data from ward-level monitoring inputs.
- Retain and maintain accurate records of the WASH status in the community.
- Capacity Building
- Participate in and facilitate regular training activities on WASH practice.
- Provide technical guidance to community members, WASH volunteers, and facilitators.
- Monitoring and Coordination
- Participate in monitoring visits and follow-up activities coordination.
- Facilitate and coordinate WASH activity at various stakeholder and levels.
- Reporting & Planning
- Submit monthly work plans, progress reports, and time sheets to WASH Board and Wine to Water Nepal.
- Support the WASH Board and Rural Municipality in reviewing and modifying WASH strategic plans.
- Community Engagement
- Participate and support facilitation in community meetings at municipal, ward, community, and school levels.
- Organize local WASH operators, volunteers, and community groups.
- Organize the distribution of sanitation materials and ensure effective use.
Job Specification
Education
- Bachelor's degree in Public Health, Environmental Science, Rural Development, Social Work, or any other related field
Experience
- At least 2 years of work experience for WASH projects, especially in rural or community settings.
- Experience in mobilizing communities, coordination with stakeholders, and data collection.
Skills and Competencies
- Good understanding of rural WASH issues, policies, and community development processes.
- Good facilitation, communication, and interpersonal skills.
- Report preparation and data management competencies (MS Office package, specifically Excel and Word).
- Demonstrated capability to prepare independently monthly work plans and reports.
- Participatory monitoring and evaluation techniques experienced.
- Fluent communication skills in Nepali language (written and oral); knowledge of local dialects an advantage.

2. Position: WASH Facilitator

Duty Station: Jwalamukhi Rural Municipality, Dhading
Duration: 11 months Contract
Reports to: WASH Officer
WASH Facilitator shall carry out WASH interventions at the ward and community levels. They shall assist in data collection, community mobilization, training facilitation, and progress reporting in coordination with the WASH Officer. They are basically responsible for facilitating household- and community-level participation for the realization of the indicators by the rural municipality towards declarations of clean and healthy villages.
Major Responsibilities
- Data Collection & Monitoring
- Gather baseline and recurring community-level data as per rural municipality laid-down indicators.
- Gather end data from the qualifying households as per WASH norms and criteria for healthy and clean village status.
- Training & Capacity Building
- Participate in and co-facilitate training at the ward and community levels on health, hygiene, and sanitation.
- Field-Level Coordination
- Assist facilitation of WASH task-related and field activities assigned by the WASH Officer.
- Engage with local stakeholders including community members, school officials, and ward officials in order to support WASH programs.
- Community Engagement
- Attend and help organize meetings held at varying levels such as ward, locality, and schools.
- Planning & Reporting
- Prepare work plans, time sheets, and activity progress reports monthly.
- Submit all the reports to the WASH Officer for checking and subsequent forwarding to the WASH Board and Wine to Water Nepal.
Job Specification
Education
- Minimum: Intermediate level (10+2) in Health, Education, Social Work, or any other related field. Preferred: Bachelor's degree in a related subject.
Experience
- At least 1 year experience in community-level mobilization, ideally in WASH, health promotion, or development projects.
Skills and Competencies
- Knowledge of basic WASH concepts, hygiene promotion, and data collection methods.
- Effective interpersonal, facilitation, and communication skills.
- Basic computer skills (MS Word, Excel, mobile data tools as preferred).
- Ability to prepare simple reports and plans.
- Understanding of local culture and language.
