VACANCY ANNOUNCEMENT
Provincial Support Programme (PSP), Extension Phase is a bilateral initiative between Governments of Nepal and Switzerland. It is implemented by the Office of the Chief Minister and Council of Ministers (OCMCM), Koshi Province. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and Helvetas Nepal provides technical assistance.
This project aims to support Nepal’s transition to federalism by strengthening governance and institutional capacity at the provincial level. Focusing primarily on Koshi Province, the programme seeks to establish well-functioning, inclusive institutions and systems to enhance service delivery, policy formulation, inter government collaboration and public accountability. Helvetas Nepal invites applications from dynamic and committed Nepali citizens for the following positions:
1. Position: Deputy Team Leader / Governance and Policy Reform Advisor, PSP
Job purpose: This position provides the strategic leadership and management of PSP, providing technical guidance and policy advisory services to strengthen provincial governance systems, improve intergovernmental coordination, and advance the Province Government’s reform agenda in line with federal standards, frameworks, and legal obligations. It ensures effective coordination with Provincial Ministries, Local Governments, and federal counterparts to promote coherent policy reforms, institutional strengthening, and service delivery.
Required Education, Experience and Social competencies: Master’s degree in Public Administration, Public Policy, Political Science, Law, Development Studies, or in related field. At least 7 years of progressive experience in governance reform, public administration, policy analysis or institutional strengthening with at least 3 years of dedicated experience in managing human resources, finance, administration and partner management. Experience working with provincial or federal governments on policy reforms, planning, or service delivery improvement. Commitment towards gender equality, social inclusion and poverty reduction.
2. Position: Digitalization and Knowledge Management Specialist, PSP
Job purpose: This position provides technical leadership and advisory support to strengthen digital governance, e-governance systems, and knowledge management within the Province Government. It supports provincial ministries, OCMCM, Provincial Assembly, and local governments to design, operationalize, and sustain digital systems aligned with federal policies and standards. This role also leads to the assessment and revitalization of existing digital systems, develops innovative platforms for intergovernmental and citizen engagement, and ensures that digital investments enhance governance, service delivery, transparency, and organizational learning
Required Education, Experience and Social competencies: Master's degree in Information Technology, Computer Science, or in related field. At least 5 years of professional experience in digitalization, digital governance, e-governance, knowledge management. Commitment towards gender equality, social inclusion and poverty reduction.
3. Position: Monitoring and Technical Specialist, PSP
Job purpose: This position provides technical leadership and implementation support to Provincial and Local Governments in planning, executing, monitoring, and sustaining PSP strategic partnership projects. It leads field monitoring, technical backstopping, and oversight to ensure quality implementation, compliance with standards, and improved project performance. The role also coordinates key provincial initiatives, including the Integrated Emergency Response Center and Municipal Solid Waste Management, while serving as a technical liaison with provincial line ministries to strengthen institutional capacity, learning, and long-term sustainability
Required Education, Experience and Social competencies:
Master's degree in Engineering, Urban Planning, Infrastructure Development, or in related field. Master’s degree along with a Bachelor’s degree in Civil Engineering will be preferred. Minimum 5 years of progressive experience in infrastructure development, municipal services, or public sector programme implementation. Proven experience working with Local Governments and/or Provincial Governments in Nepal. Commitment towards gender equality, social inclusion and poverty reduction.

Duration for the positions: Until 15 July 2028
