Mental Health and Psychosocial Counselling and PEN Intervention at primary health service setting capacity building

Trainer Positions: 2

• One for Mental Health and Psychosocial Counselling
• One for PEN (Package of Essential Noncommunicable Diseases Interventions)

Location: PHASE Nepal project areas (with field travel as required)

Duration: Short-term assignment (exact duration to be discussed during contracting)

1. Introduction

This ToR outlines the roles and responsibilities of short-term Trainers to conduct training on Psychosocial Counselling and Non-Communicable Disease (NCD)/ PEN intervention The training aims to build the capacity of frontline health workers to provide evidence-based, empathetic care at the grassroots level.

2. Background

PHASE Nepal is a non-governmental organization established in 2006 with the vision of a self-empowered and self-sustained society free from all forms of discrimination. It works in health, education, livelihoods, research, and independent living across remote communities in Nepal.

This training is part of PHASE Nepal’s ongoing effort to strengthen the primary healthcare delivery system by equipping health workers with essential counselling skills in psychosocial wellbeing and PEN Intervention

3. Objectives

The training will enable participants to:

• Effectively apply culturally sensitive counselling techniques tailored to community needs
• Accurately identify and manage psychosocial issues and prevalent non-communicable diseases such as hypertension and diabetes
• Provide comprehensive community-level counselling, including timely referrals and consistent follow-up care
• Promote empathy, reduce stigma, and encourage sustainable healthy lifestyle changes through clear and compassionate communication.

4. Scope of Work

The trainers will:

• Design curriculum and develop session plans aligned with national guidelines
• Facilitate training sessions on:
  • Psychosocial Counselling: Mental health basics, empathy, listening, trauma support, stigma reduction
  • PEN Intervention: Risk factors, prevention, early detection, lifestyle changes, patient education, and referral
• Use case studies, group discussions, and role-plays
• Develop and implement pre- and post-assessments
• Submit a comprehensive training report

5. Target Audience

Frontline health workers from rural health posts and outreach centers

Includes,

• Auxiliary Nurse Midwives (ANMs), 
• Health Assistants (HAs), 
• Staff Nurse (SNs),
• Auxiliary Health Workers (AHWs)

6. Methodology

• Interactive lectures and presentations
• Group work, role play, storytelling
• Case studies and real-life examples
• Brainstorming and participatory problem-solving
• Use of culturally appropriate visual aids

7. Timeline and Duration

• Training sessions will be conducted in July/Aug 2025
• Each session will last approximately 3–5 days
• Trainers must be available for planning, delivery, assessment, and reporting

8. Deliverables

• Detailed session plans and curriculum
• PowerPoint slides and handouts
• Pre- and post-assessment tools
• Summary of participant feedback
• Final training report with recommendations

9. Trainer Responsibilities

• Design training materials in line with PHASE Nepal’s objectives
• Deliver participatory and engaging training sessions
• Facilitate practical, group-based activities
• Evaluate training outcomes and provide feedback
• Submit all deliverables within the agreed timeframe

10. Evaluation of Training

Effectiveness will be assessed through:

• Pre- and post-training tests
• Daily feedback and reflection
• Observation of participant engagement
• Final training report

11. Required Qualifications and Experience

• Master’s degree in Psychology, Public Health, Nursing, or related field (preferred)
• Minimum 5 years’ experience in psychosocial counselling or NCD training
• Proven skills in adult learning and participatory facilitation
• Experience working in rural or community healthcare
• Strong communication and interpersonal skills
• Willingness to travel to remote locations

12. Budget and Payment

• Fees will be negotiated based on experience and assignment scope
• Payment will cover:
  • Training preparation
  • Facilitation
  • Materials development
  • Reporting
• Travel and accommodation will be arranged or reimbursed as per PHASE Nepal’s policy

13. Confidentiality and Intellectual Property

• All materials, resources, and reports developed during the assignment will remain the property of PHASE Nepal
• Trainers must maintain confidentiality of all information obtained during the assignment
