Terms of Reference (ToR) for Technical Consultancy Service on Specialized Training Session (SDT 3) to Recycling and Upcycling (RU) Groups Members 

1. Background

1.1 CLEAN UP NEPAL

CLEAN UP NEPAL, established in 2014, is a non-governmental organization (NGO) with a mission to clean spaces, clean air, clean water and knowledgeable communities that have responsible lifestyles and good health. The organization’s focus is to ensure that communities have access to effective solid waste management and water, sanitation, and hygiene systems along with the necessary knowledge and resources for maintaining a healthy and disease-free lifestyle. CLEAN UP NEPAL strives to create an inclusive and supportive environment by fostering connections, providing education, and empowering local communities and other stakeholders through a solution-oriented people-centered approach. 

1.2 Green Job Creation Through Recycling and Upcycling in Pokhara (GCRU)

The “Green Job Creation through Recycling and Upcycling (GCRU) project” in Pokhara Metropolitan City is designed to promote the green economy by establishing recycling/upcycling (RU) enterprises based on the circular economy model, in place of the current 'throw-away' linear approach, thereby increasing green jobs and reducing pollution and negative environmental impact of solid waste. This objective will be achieved through three interlinked areas of interventions – i) policy and coordination, ii) promoting RU enterprises, and iii) empowering communities for increased awareness and community-level RU initiatives. The GCRU project is implemented with support from the Korea International Cooperation Agency (KOICA) Nepal and the United Nations Development Programme (UNDP) Nepal, in collaboration with Pokhara Metropolitan City.

Awareness Raising, Skill Development Training and Post-training Support (Machineries and Equipment) Programs for Recycling and Upcycling (RU) Groups in selected Tole Lane Organizations of East Cluster (Wards 7, 10, 11, 12, 13, 14, 15, 17, 21, 26, 27, 28, 29, 30, 31, 32, 33) facilitated by CLEAN UP NEPAL in a joint venture with Green Road Waste Management Pvt. Ltd, are key activities under the Green Job Creation through Recycling and Upcycling in Pokhara (GCRU) Project. 

This ToR mainly targets to conduct specialized skills development trainings (SDT 3) to 40 members of 20 RU groups from the east cluster of Pokhara. These trainings aim to strengthen the knowledge and skills of RU group members, while fostering connections with potential and existing enterprises engaged in enterprises related to product making, recycling, and upcycling waste. Trained RU groups will collaborate closely with aspiring and existing enterprises to supply clean raw materials or semi-processed raw material within the supply chain or independently produce final products.  

2. Scope of  Work

CLEAN UP NEPAL, under Green Job Creation through Recycling and Upcycling in Pokhara (GCRU) Project, invites eligible, competent, and qualified service providers — including individual trainers, training centers, consultants, and organizations — to submit proposals for delivering Specialized Skills Development Training (SDT 3) to RU Group members in the East Cluster of Pokhara. The SDT 3 training aims to build the practical, technical, and entrepreneurial capacity of RU Group members to independently produce recycled and upcycled products and manage their micro-enterprises.

The following five training sectors are open for this call. Applicants should apply only for the sector(s) and location(s) they are qualified and equipped to deliver:

  • Textile Recycling & Product Making – Sewing, Tailoring, Doll Making, Cushions, Blankets, Bags & Purses Making
  • Collection Center Operations & Plastic Recycled Products
  • Leaf Cutlery (Duna Tapari) Production
  • Recycled Flower Dhoop & Incense Stick Production
  • Animal Feeding Pellets Production

The Specialized Training Session (SDT 3) should equip RU Group members with the practical skills needed to produce specialized RU products and build the capacity to independently operate and manage their businesses.
