1. Background

Karkhana Samuha is implementing the “Civil Society Empowerment for Accountable Education (CSE) Project”. The project promotes civil society engagement to boost transparency, accountability, and inclusivity within Nepal’s education sector. As part of our engagement with stakeholders at the policy level, we are working towards bringing a diverse group of Civil Society Organizations (CSOs) and development partners to form an integrated education mechanism system (Learning Collaboratives) to promote transparency and accountability in the National Education Policy and its implementation. We want to collectively strengthen our capacity to advocate for educational policy change and to monitor its implementation. This initiative of Karkhana Samuha, supported by the Global Partnership for Education (GPE) through the Education Out Loud (EOL) program, seeks to empower CSOs with the knowledge, skills, and strategies necessary to advocate for inclusive and innovative education policies.

As part of the project’s capacity-building efforts, a Human-Centered Design (HCD) for Education Advocacy course has been developed. The course equips CSO representatives, community leaders, and education advocates with creative problem-solving skills to address systemic challenges in education. A detailed HCD worksheet (English) already exists as a training resource.

To increase accessibility and reach a wider, linguistically diverse audience, the CSE Project now seeks to produce a series of short instructional videos in Nepali (with English subtitles) based on the HCD worksheet.

2. Objective

To produce 12 engaging, practical, and easy-to-understand video modules (5 to 7 minutes). The videos will be used for blended learning, self-paced study, and in-person training with CSOs and community stakeholders.

3. Target Audience

  • Civil society organization (CSO) members
  • Education advocates and community leaders
  • Teachers and school management committee members
  • Government education officials of all levels
  • Youth and marginalized group representatives (with attention to GEDSI principles)

4. Scope of Work

The selected agency/vendor will:

  • Review the provided HCD course materials and any additional CSE project materials.
  • Convert the content into 12 logical video modules (suggested module breakdown below).
  • Produce Nepali-language voiceover/narration with English subtitles.
  • Ensure content is simple, engaging, and actionable for audiences with varying literacy levels.
  • Incorporate CSE project branding and disclaimers as required.
  • 2 times re-edit as per the feedbacks
  • Deliver final videos in MP4 format (1080p or higher), optimized for mobile and web viewing.

5. Proposal Requirements

Interested agencies must submit:

1. Technical Proposal

  • Understanding of the CSE project and HCD course
  • Creative approach and video style samples
  • Proposed module breakdown and script outline for 2 sample modules
  • Team composition (director, scriptwriter, voice artist, animator, subtitle team)
  • Work plan with milestones

2. Financial Proposal

Detailed budget (NPR) including:

  • Pre-production (scripting, storyboarding)
  • Production (voiceover, animation, graphics)
  • Post-production (editing, subtitles, rendering)
  • Travel/field costs/ rent cost (if any)
  • Taxes (as applicable)

3. Portfolio

  • Links to 3–5 previous instructional or explainer videos (preferably in Nepali or with subtitles)
  • At least one example of a capacity-building or educational video for development sector audiences
