Background

Islamic Relief Worldwide began its operations in Nepal in April 2015 in response to a devastating earthquake that claimed 9,000 lives and left 2.8 million people in need of humanitarian assistance. Since then, Islamic Relief has focused on enhancing community resilience through protection and disaster risk reduction programmes, ensuring access to safe water and sanitation, and supporting food security and livelihood initiatives.
Formally established as a legal entity, Islamic Relief Nepal signed its first General Agreement with the Social Welfare Council on October 13, 2017, followed by its initial project agreement on December 13, 2018. Currently, IR Nepal is actively implementing 4 projects in four districts (3 in Madhesh province and 1 Karnali province).
About Project
Scaling-up Extreme Poverty Graduation and Climate Change Resilience in Disaster Vulnerable Communities in Asia (SCALING-UP GRADUATION & RESILIENCE IN ASIA) is a 4-year project funded by Islamic Relief USA. The project focuses on expanding efforts to address extreme poverty and enhance climate change resilience in disaster-prone communities. The project aims to benefit 9,931 rights-holders directly and 28,351 people indirectly. Among the direct beneficiaries, approximately 50% are women, and a majority come from ethnic minorities such as Dalit and Muslim communities (60%). Further, ultra poor families will receive training in vocational and business skills, along with necessary support, to pursue viable small-scale business opportunities (both on and off-farm) that align with current market demand.
The project aims for improved Living condition, livelihoods and reduced vulnerability to climate change in Mahottari and Sarlahi districts through capacity building, supported by advocacy and scaling-up of poverty graduation, adaptation technologies and innovations. To achieve this impact, the project focused on mainly on enhancing resilient livelihood and increase income, strengthening community and institutional capacity on climate change adaptation and disaster risk reduction, and enhance capacity of IR team in different levels.

Application Procedure
Interested candidates, firms, and agencies are mandatory to submit the following documents by 19 January 2026 with the subject REF: Midline ASIA Regional to procurement@islamic-relief.org.np
i) Technical Proposal (10 pages max.) indicating
- The consultants’ suitability for the assignment and match previous work experience, qualifications etc.
- How the team will be composed and the division of work between team members.
- Discussion of the work methodology will be used.
- Attribution analysis against outcome indicators
- Draft work plan and suggested timetable.
- Economic offer and budget breakdown.
ii) Professional profile of the study team/ company (CV of least lead consultant/team leader of consultancy team)
iii) A copy of the previous Midline line/ evaluation report in a similar thematic area (Food security and livelihoods, Climate change and DRR).
For firms/agencies following additional documents must be submitted:
- Valid certificate of company registration
- Valid copy of tax registration certificate (VAT)
- Tax clearance certificate
