Terms of Reference (ToR) for Clinical Consultant

Introduction

Everest Club (EC), Dailekh, is a non-profit, non-governmental organization established in 1993 A.D. and registered with the District Administration Office (DAO), Dailekh. It is affiliated with the Social Welfare Council (SWC) and associated with several national and provincial networks focused on integrated and sustainable development. EC is committed to improving the lives of marginalized communities in Karnali Province through programs in:

  • Education, Health and Nutrition

Everest Club maintains partnerships with national and international development agencies such as Save the Children, CBM Global Nepal, CARE Nepal, iDE Nepal, SNV Nepal,One heart, NCE Nepal, Helvetas Nepal and local governments.

POSHAN Project Introduction

Nepal has made notable progress in reducing malnutrition over the past decades; however, the burden of under nutrition particularly among pregnant and lactating women, children under five, and adolescents remains a significant public health concern. To address these challenges, there is a critical need to strengthen the clinical aspects of nutrition service delivery, including the management of acute malnutrition, maternal and child nutrition counseling, Infant and Young Child Feeding (IYCF) practices and capacity-building of frontline health workers. 

In this regard Everest Club, Dailekh has been working to strengthen health and nutrition services in targeted municipalities and is planning to hire a Clinical Consultant for a period of 2 months to support the national health and nutrition system in line with the partnership with the CARE Nepal.

Objectives

The Clinical Consultant will provide technical support in enhancing the quality of clinical nutrition services within the broader health system through onsite coaching, mentoring, and quality assurance support to clinical staff at the Outpatient Therapeutic Centers (OTCs) and health facilities.

The Clinical Support Consultant will be responsible for:

  • Implementing clinical onsite coaching and mentoring to health facility staff.
  • Introducing and applying Quality Assurance and Improvement checklists related to nutrition-specific interventions, CBIMNCI, and MNH.
  • Identifying knowledge and skill gaps of the service providers, equipment needs and service readiness issues at the health facilities.
  • Supporting the development of action plans for health facilities, Municipality and PNGO teams to follow up.
  • Strengthening service quality through hands-on, practical coaching and mentoring to ensure staff can apply protocols effectively in real clinical settings.

Scope of Work & Key Responsibilities

Onsite Coaching & Capacity Building

  • Conduct regular coaching and mentoring visits at health facilities (with OTC services).
  • Ensure strict adherence to IMAM, CBIMNCI, and MNH protocols, including admission and discharge criteria.
  • Supervise accurate anthropometric measurements, beneficiary registration, and individualized nutrition/MNCH counseling.
  • Review Health Post Minimum Service Standards (HPMSS), QI findings and link with service readiness support.
  • Provide short orientations, and mentorship on IYCF, IMAM, CBIMNCI, and MNH as required

Quality Assurance & Program Improvement

  • Apply quality assurance and improvement checklists for nutrition and MNCH services.
  • Assess gaps in staff capacity, equipment, medicines, logistics, and reporting systems.
  • Develop action plans with facilities and municipalities to address gaps and ensure timely provision of drugs, RUTF, and supplies.

Data Recording & Monitoring

  • Ensure proper recording in registration books, MCHN cards, and health facility records.
  • Monitor service delivery progress, identify discrepancies, and facilitate necessary referrals.
  • Compile and report findings, coaching outcomes, and improvement actions.

Coordination & Collaboration

  • Work closely with Project Coordinator, Health Officer, municipal health authorities, and PNGO teams.
  • Facilitate linkages between health facilities, municipalities, and communities.
  • Engage with local leaders and stakeholders to promote MNCH and nutrition services.

Responsibilities

A. Responsibilities of Everest Club:

  • Provide coaching resources, checklists and logistics as need
  • Support in coordination with municipalities and health facilities.
  • Facilitate arrangements for onsite mentoring events and ensure quality events are on-going.

B. Responsibilities of the Clinical Consultant:

  • Event reports with detailed plans for each event in the simple form provided by Everest Club.
  • Final Compiled report with findings, action plan and recommendations (English or Nepali).
  • Attendance sheets of participants for each event.
  • Compiled action plans of health facilities in one single document.
  • List of lacking equipment and supplies items to linked with municipality and supplies by Everest Club as need.

Expected Deliverables

  • Independent Statutory Audit Report expressing an opinion on the financial statements as per ISA/NFRS
  • Management Letter summarizing key audit findings, risks, and recommendations
  • Compliance Review Report (if required by donors or EC)
  • Audit Checklist covering financial compliance, procurement, HR, and tax
  • Verification of corrective actions from the previous audit
  • Final report must be submitted in hard and soft copies within the stipulated timeframe

Qualifications

The selected consultancy must:

  • Bachelors/PCL in nursing or related health field. For Bachelor level at least 3 years’ experience and for PCL level at least 5 years of experience.
  • Training in MNH coaching, CB-IMNCI, IMAM, and nutrition-specific interventions.
  • Minimum 3–5 years’ experience in MNCH and nutrition programs.
  • Experience in training, mentoring, and quality assurance.
  • Good facilitation skills in Nepali and in local language.

Timeline

  • 2 months (52 working days)
  • Period: December 2025 – February 2026

Payment Terms

  • The consultancy fee will be paid on a monthly basis or on a per-day basis, as agreed upon in the contract.

A. Technical Proposal:

  • Methodology, approach, and work plan
  • Understanding of the assignment
  • CVs of proposed team members
  • Experience in similar assignments

B. Financial Proposal:

  • Detailed budget, including professional fees, taxes, travel, and out-of-pocket expenses

C. Legal & Administrative Documents:

  • Certificate of Practice
  • PAN/VAT Registration Certificate / Individual Firm (E-PAN)
  • CV (Profile) highlighting experience in the development sector
