Communication Consultant – Dissemination of Project Outcomes and Closing Events
Project: Strengthening Inclusive Education Systems and Services in Nepal (DID-TO53)
Duration: October – December 2025
Location: Kathmandu with travel to Chitwan (Bharatpur & Kalika Municipalities)
Report to: Project Manager, DID-TO53
1. Background
Handicap International (HI) Nepal, together with Sense International, Autism Care Chitwan Society (ACCS) and the National Federation of the Deaf Nepal (NFDN), has been implementing the DID-TO53 Inclusive Education Project in Chitwan. The project, funded through the FCDO’s Inclusive Futures program, works to improve access, participation, and learning outcomes for children with disabilities.
As the project moves into its final months, the focus will be on:
- Documenting and sharing results (case stories, fact sheets, video documentaries, photo stories).
- Disseminating learning products already developed (e.g., on Universal Design for Learning and the Mobile Teacher model).
- Organizing closing events at provincial and national levels, as well as contributing to important observances such as Education Day, International Day of Persons with Disabilities, and Children’s Day.
To ensure this work is done professionally and reaches the right audiences, HI seeks a Communication Consultant to provide technical and practical support.
2. Purpose of the Assignment
The consultant will help HI and partners package, promote, and showcase project outcomes in engaging and accessible ways — in both English and Nepali languages — to reach diverse audiences. The role will also support the team to ensure the project’s final events and materials meet high-quality communication and visibility standards.
3. Scope of Work
A. Documentation & Knowledge Products
- Develop and finalize:
- Case story booklet (10–15 stories) in English and Nepali,
- Fact sheets, policy briefs, and press notes in both languages.
- Summaries of learning products (UDL, Mobile Teachers, etc.) in English and Nepali
- Guide the production of video documentaries and photo essays (script, storyboard, editing)
- Ensure all outputs are accessible — e.g., captioned videos (English + Nepali subtitles), simple language summaries, and disability-inclusive designs.
B. Dissemination & Media Engagement
- Prepare dissemination packages for different audiences (government, OPDs, donors, schools, media) in English and Nepali.
- Support social media and media outreach (posts, reels, op-eds, press releases) in both languages.
- Liaise with journalists, photographers, and other media partners to increase coverage of project outcomes/events.
C. Event Communication Support
- Design communication plans for the provincial closing event, national closing event, and thematic day celebrations.
- Prepare bilingual visibility materials (banners, infographics, hashtags, backdrops).
- Provide live documentation during events (photos, short write-ups, social media updates in English and Nepali).
D. Strategic Support & Coordination
- Advise the project team and partners on effective storytelling, branding, and dissemination.
- Provide quick coaching or guidance to partners (ACCS, NFDN) on communication.
- Coordinate closely with HI HQ Communication focal person and the FMT communication team to align with consortium-wide visibility and donor requirements.
4. Duration
Period: October – December 2025.
Estimated days: 30–40 working days (spread across the three months).
Location: The consultant will be based at the HI Nepal Office in Kathmandu, with travel to Chitwan as required.
Working days: The consultant will follow HI’s official working days and office hours.
5. Required Qualifications
- Master’s degree in communications, Journalism, Development Studies, or similar.
- Minimum 5 years’ experience in development communications.
- Strong skills in writing, editing, photography, and video storytelling.
- Familiarity with video and photo editing software (e.g., Adobe Premiere Pro, Final Cut Pro, Photoshop/Canva)
- Proven ability to produce outputs in both English and Nepali (translation/editing support can be arranged if needed).
- Experience supporting communication for events, workshops, or advocacy campaigns.
- Understanding disability inclusion and/or inclusive education is an advantage.
- Ability to work under pressure and deliver on deadlines.
6. Reporting and Management
- The consultant will report to the Project Manager, DID-TO53.
- S/he will coordinate with:
- HI HQ Communication Focal Person,
- FMT (Fund Management Team) Communication team,
- Partner focal points (ACCS and NFDN).
7. Selection Criteria
Applications will be assessed based on the following criteria:
1. Relevant Experience (30%)
- Demonstrated track record in development communications, documentation, and media engagement
- Prior experience producing bilingual (English and Nepali) communication materials (case stories, briefs, videos, social media content)
2. Technical skills (25%)
- Strong writing, editing, design, and visual storytelling skills
- Ability to produce accessible materials (captioned videos, easy-to-read formats)
- Event communication support (visibility, live documentation, social media)
3. Understanding of disability inclusive education (30%)
- Familiarity with inclusive education and disability rights issues
- Experience working with OPDs, schools, or government stakeholders is an advantage
4. Proposed approach and workplan (15%)
- Clarity and feasibility of proposed methodology, workplan, and timeline
5. Financial proposal (10%)
- Cost competitiveness and value for money (excluding travel to Chitwan, which will be covered by HI Nepal).
8. Application Procedure

- Legal documents including PAN/ VAT registration & latest tax clearance.
- A short technical proposal (approach and work plan).
- Samples of relevant past work (bilingual case stories, video, event coverage, etc.).
- Financial proposal (daily rate, inclusive of taxes).
Note: All travel-related expenses to Chitwan (transportation, accommodation) will be covered directly by HI Nepal. Applicants should therefore not include these in their financial proposal.
