Lumanti Support Group for Shelter is a non-government organisation dedicated to the alleviation of urban poverty in Nepal through the improvement of shelter conditions. At Lumanti, shelter means the whole living environment, therefore, Lumanti's activities are wide-ranging. They include shelter upgrades, micro-finance, education and children's programmes, good governance, gender equity and advocacy. Lumanti means "memory" in the Newari language. The organization was established in 1993 in the memory of Ramesh Manandhar who died in a plane crash in 1992. Ramesh was a driving force behind moves in the early 1990's to raise awareness about urban poverty and shelter conditions.

Terms of Reference for Consultant
1. Background
LUMANTI is a non-profit making organization established in 1993. It is dedicated to the alleviation of poverty in Nepal through the improvement of shelter condition. Since establishment, Lumanti has been focusing its work in the informal settlements and marginalized communities in the cities and towns of Nepal. It focuses on slum upgrading, housing projects, saving and credits, water and sanitation interventions, Disaster Risk Reduction (DRR), research, advocacy, strengthening community organizations and many more.
With the support of Lumanti Support Group for Shelter and in collaboration with Kalika Municipality, our initiative has been actively working for nearly two years within the municipality. Our activities focus on enhancing disaster preparedness and resilience among low-income communities, alongside implementing housing construction and physical infrastructure development programs.
For the Fiscal Year 2082–2083, we are commencing the construction of the following key infrastructure projects:
- Community Building / Emergency Shelter
- Deep Boring and Irrigation Systems
- Retaining Walls
- Support for Water Supply Improvement and Irrigation
- Low-Cost Housing for Poor Families
These projects are scheduled to begin in January 2026 and must be completed by September 2026.
2. Objective of the Assignment
Lumanti invites applications from qualified and experienced individual consultants to provide end-to-end technical oversight and community facilitation for the timely and quality completion of the construction projects.
3. Key Roles and Responsibilities
The selected consultant will be responsible for:
- Conducting need assessments in close coordination with community members, Lumanti and Kalika Municipality.
- Preparing detailed designs, drawings, and cost estimates (BoQ) for the assigned projects.
- Providing daily technical guidance and supervision to laborers and contractors on-site.
- Conducting regular monitoring to ensure adherence to design specifications, quality standards, and safety protocols.
- Facilitating community participation to ensure local ownership and support for timely project accomplishment.
- Preparing and submitting all required documentation (pre-construction approvals, progress reports, completion reports, etc.).
- Liaising between the community, municipality, and Lumanti for smooth project implementation.
- Prepare monthly plans based on the requirement and progress of the field
- Submitting monthly progress report.
4. Required Qualifications and Experience
- Minimum Academic Qualification: Sub-Engineer (or equivalent diploma in Civil Engineering).
- Experience: At least 2 years of proven experience in supervising infrastructure projects such as building construction, water supply, irrigation, or retaining walls.
- Skills: Strong technical design and estimation skills, proficiency in AutoCAD or similar software, excellent community mobilization and communication skills, and fluency in Nepali (local language proficiency is a strong asset).
- Other: Ability to work independently, reside in or near the project area for the duration, and a valid motorcycle license is preferred.
5. Selection Criteria
Priority will be given to qualified local candidates from or familiar with Kalika Municipality and its communities.
6. Submission Requirements

7. Payment Procedure
The deliverables are set on the monthly basis based on the plan of Community, Municipality and payment will be made on monthly equal basis.
