1. Background

1.1 Habitat for Humanity Nepal

Habitat for Humanity International (Habitat Nepal) has been present in Nepal since 1997, serving landless, low-income, vulnerable (Ultra-poor, socially excluded, disaster-affected, or living in disaster-prone areas) and Dalit families to build adequate (safe, secure, habitable, and accessible) houses. With its central office in Kathmandu and two offices in Eastern Region i.e., Field Office at Bardibas in Madhesh Province and Settlite Office in Biratnagar in Koshi Province and one Field Office in Western Regiona i.e., at Dhangadhi in Sudur Paschim Province. Habitat Nepal works in 11 districts throughout Nepal.

Habitat Nepal, registered with the Social Welfare Council (SWC) as an INGO, works towards adequate housing. It employs a holistic approach to long-term shelter solutions by forging effective coordination, collaborative partnerships with government agencies, strengthening relationships with local partners, and pursuing growth through market development initiatives.

This terms of reference (ToR) has been developed to hire a potential firm or individual to conduct an final evaluation with endline survey and prepare final evaluation report for RISEN project which has been implemented in three Municipalities one in each of three districts i.e., Jhapa in Koshi Province and Saptari and Dhanusha in Madhesh Province.

2. Application Requirements

Habitat Nepal invites interested firms, organizations or individuals to submit the following documents by 13 May 2025.

• Expression of interest outlining how the consultancy team meets the qualifications required for the Baseline Study and their understanding of the TOR.
• A technical proposal with description of the analysis of framework, scope of work, and proposed methodology to be used.
• Names and CVs of team members proposed, highlighting their experience relevant to this consultancy and their roles in the achievement of the assignment.
• Signed and stamped copy of financial proposal in a separate file with details of all relevant costs including but not limited to fees, travel, transport, accommodation and all applicable taxes.
• VAT Registration Certificate.
• Company Registration Certificate
• Latest Tax Clearance Certificate.
• As required by Habitat Nepal’s Safeguarding Standards, all individuals involved in this assignment need to submit criminal background check (Police Report) to be eligible for assignments.
