1) Introduction of ADRA:

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Nepal belongs to the worldwide ADRA network, comprised of 118 supporting and implementing country offices. ADRA’s five core sectors include Food Security; Health; Economic Growth; Education; and Emergency Management. ADRA Nepal has developed its expertise in these sectors and in various subsectors, specifically in agricultural development, economic development, livelihood, infrastructure development, scholarship program, humanitarian response, urban-DRR, Disaster Risk Reduction and Management (DRRM), infant young and maternal and child health and nutrition, gender equality and social inclusion and RH.

ADRA has been active in Nepal since 1987 and worked extensively in health focusing on health system & and infrastructure strengthening, communicable and non-communicable disease, sexual reproductive health (SRH) and family planning, maternal new-born and child health, emergency relief and responses in earthquake, flood and most recently COVID-19 pandemic.

2) Objective of the Project

The overall objective is to assess and build the capacity of the Provincial health training sites of three provinces Madhesh, Lumbini and Sudurpashim Province, including federal level in managing the development of capacity of human resources in Nepal. In addition to this the ToR suggests ‘to support the training and development component of the HRH strategic plan and other organization and development initiatives’ aimed at improving ‘the effectiveness’ of the ‘health workforce across the health sector’.

Specific Assignment Objectives

  1. Develop a strategic framework for ensuring continual professional development through the provision of appropriate training and development activities.
  2. Review the capacity and ability of the National and Provincial Health Training Centre to deliver the estimated training and development activities required.
  3. Review the capacity and ability of current regulatory mechanisms to ensure adequate quality and training and development from eligible providers. 
  4. Recommend a broad set of steps for NHTC/PHTC/MoHP to further develop and implement a strategic framework for training and development.

How to apply for the services

  • Proposal Submission Deadline- 15th April 2023 Extended Deadline 10th May 2024
  • Required Documents-
    • Filled out Consultancy Proposal Form (enclosed with this ToR)
    • CV(s) of the proposed consultant(s) with full date of birth in dd/mm/yyyy format.
    • For firms: Copies of- Firm registration certificate, VAT registration certificate, Latest tax clearance certificate.
    • For Individuals (Nepali): Copies of citizenship certificate and VAT registration certificate;
  • Only shortlisted bidder/s will be contacted by ADRA Nepal at each stage of the selection process.
  • Shortlisted bidder/s may invite to deliver a 15-minute presentation to the Procurement Committee on their technical proposal.

Note: No need to re-apply who had already applied for the Consultancy

If an individual is a full-time staff member of another organization, a no objection/consent letter signed by the organization head must be submitted along with the proposal. This is not applicable for proposals sent through a firm.

The proposals received after the deadline will not be considered. ADRA Nepal reserves all rights to make decisions and/or cancel the assignment without any information. Submission of false information and statements will disqualify.
