About Sahakarmi Samaj (SS)

Sahakarmi Samaj is a Nepal-based non-governmental organization established in 1997 in the midwestern region. It is dedicated to promoting empowerment, social transformation, and accountable governance through facilitative community development, strengthening people’s organizations, leadership, and local democracy.

Our vision is that marginalized people of Nepal will secure justice and an enhanced quality of life as equal and active citizens in an inclusive, interdependent, well-governed, and sustainable society.

Our mission is to strengthen the capacity of marginalized people and the institutions that serve them to initiate and sustain inclusive governance processes that ensure just distribution of rights, opportunities, and resources for all.

Sahakarmi Samaj applies the Facilitation for Empowerment and Social Transformation (FEST) approach to promote people-led development, accountability, and inclusive governance. The organization currently works across 15 districts in Sudurpaschim, Karnali, Lumbini, and Bagmati Provinces of Nepal.

We are currently seeking a qualified, committed, and experienced Program Coordinator to lead the implementation of the DFAT/TAF funded project “Empowering Tole Lane Organizations (TLOs) to Improve Local Governance” in Kathmandu, Surkhet, Dailekh, and Kailali districts.

Position Summary

The Program Coordinator will provide strategic, technical, and operational leadership to ensure the effective implementation, coordination, and sustainability of community-led initiatives. Reporting directly to the Executive Director, the Coordinator will supervise the Field Coordinator, Field Program Officers, Senior Community Educators, and Community Educators, ensuring smooth execution of project activities and alignment with organizational goals.

This position requires close collaboration with the Sahakarmi Samaj (SS) management team and senior staff members. The Coordinator will also work in coordination with the former Program Coordinator, who remains officially engaged with the project and will provide technical guidance and support during his study leave. His continued involvement through research and fieldwork related to the Facilitation for Empowerment and Social Transformation (FEST) approach will enrich the project’s learning and innovation processes.

As a senior leadership role, the Program Coordinator is expected to contribute actively to broader organizational initiatives, support strategic planning, and play a key role in advancing Sahakarmi Samaj’s overall mission and long-term development strategy.

Key Responsibilities

  • Lead the overall implementation of the Empowering TLOs project in line with approved results frameworks and project documents.
  • Ensure the effective application of the FEST methodology, promoting participation, inclusivity, and accountability in all processes.
  • Provide technical guidance to strengthen Community-Based Network Organizations (CBNOs), supporting their policy development, registration, and institutional capacity building.
  • Facilitate people-led advocacy through TLOs, CBNOs, and other civil society groups, promoting evidence-based campaigns and improved local governance practices.
  • Coordinate and maintain effective communication with project partners, local governments, media, and donor agencies, including The Asia Foundation (TAF).
  • Prepare and oversee periodic plans, monitoring reports, and financial documentation in accordance with SS and donor requirements.
  • Conduct capacity-building, coaching, and mentoring sessions for project staff to promote performance and accountability.
  • Contribute to proposal development and new funding initiatives, ensuring compliance with donor and organizational policies.

Required Qualifications and Competencies

Education:

  • Master’s degree in Governance, Social Work, Rural or Community Development, Sociology, Management, or Organizational Development from a recognized institution.
  • Candidates with experience in the FEST or people-led development related approach and a willingness to work with the FEST values will have an advantage.

Experience and Skills:

  • Minimum 5 years of progressive experience in project coordination, governance, or community development.
  • Proven expertise in organizational development, proposal writing, results-based management, and MEAL systems.
  • Demonstrated experience in advocacy, policy dialogue, media coordination, and participatory facilitation.
  • Strong leadership, strategic thinking, and interpersonal communication skills.
  • Candidates should possess strong writing, analytical, and research skills. Those with expertise in governance and democracy will be preferred. Proficiency in English writing and communication at a high level is essential.
  • Proficiency in Microsoft Office and other digital communication tools.
  • Willingness to travel frequently to project areas and work flexibly as required.

Reporting and Coordination

The Program Coordinator reports to the Executive Director and works closely with the Program Manager, MEAL Coordinator, Admin and Finance Manager, Finance and Compliance Officer, and partner organizations. Coordination extends to government line agencies, federal, provincial and local governments, I/NGOs, and community networks.
