The Australian Himalayan Foundation (AHF), in partnership with REED Nepal and Action for Nepal (AFN) are working in a Consortium to implement the project “West Nepal: Sambridhee Khaptad Channa Project”. The project aims to improve access to quality and inclusive education, enhance teachers' capacity, improve maternal and child health, increase accessibility to health services, and improve health and education facilities in remote western region of Nepal. The project is working for marginalized people in 37 schools and 7 health posts, and communities across Khaptad Channa Rural Municipality. The duration of the project is from 1st July 2022 to 30th June 2027. The target group of  the project is girls, children with disabilities, teachers, Head Teachers, School Management Committees, Parents Teachers' Association, Child Clubs, Female Community Health Volunteers, Health Facility Operation and Management Committees, health workers, Women’s Groups, Mothers’ Groups, community people and Local Level Government Stakeholders. 

Position: Monitoring, Evaluation Accountability and Learning (MEAL) Officer-1

Required number: 1 (One)

Duty station: Bajhang District (Khaptad Channa RM)

Required Qualification: Bachelor's degree in social science, preferred in education and public health.

Experience: At least two years in MEAL and project database management.

Job description

Mission: The MEAL officer will ensure timely data collection against project indicators and activities and evidence collection and support for reporting as per MEAL plan and framework. 

Reports to: Project Manager (PM-Primary) and Monitoring, Evaluation, Accountability and Learning (MEAL) Manager (Secondary)  

Key Responsibilities

Responsibility 1: Develop, implement, and monitor the Project’s MEAL Plan following the project’s MEAL Plan.

Aim: To ensure the monitoring and evaluation framework is followed at all levels as per the program design

Benchmarks:

  • Lead and support development and implementation of all the monitoring tools for the education and health components and evaluation design as per the project’s requirements.
  • Key tools developed, tested, and shared with team and partners. 
  • Maintain and ensure record of Baseline and end-line assessments and evaluations
  • Update and report against baseline value in line with output and outcome level indicators

Activities:

  • Baseline and end-line assessments and evaluations using modern database and applications.
  • Facilitate for the project assessment, research and study including baseline, midterm and end line assessment and evaluation tools in close consultation with the project team at the district level. 
  • Support to conduct baseline and end-line assessments using the developed tool by the project.
  • Develop and validate the pre- and post-test of training/orientation programs to assess training effectiveness in coordination with PM and the Project Team
  • Support Program Manager and MEAL Manager to develop key tools (field monitoring, indicators monitoring tools, training/orientation tracking tools), test and disseminate, and build capacity of targeted stakeholders and project team, and provide inputs to develop tools for Monitoring and Evaluation. 

Use of data for programming 

  • Provide support to conduct data analysis and share key findings for program improvement and include in the project roll out 
  • Contribute to trimestral project reviews/update on the project work plan based on consultation with PM & project team and enabling team for key strategies including documentation of best practices. 
  • Manage and analyze reports; beneficiary database, indicator vs. result-based achievement and provide feedback to the team to finalize the reports.
  • Support the PM on the operation, quarterly based progress reporting, monitoring of the annual work plan for implementing monitoring systems, and designing monitoring tools as guided by M&E Manager.
  • Developing data collection tools and orient team members for the process to information collection, data management, and documentation.

Responsibility 2: Facilitate monitoring and evaluation of visits and missions.  

Aim: To assist in organizing internal and external monitoring and evaluation visits and missions.  

Benchmarks: 

  • Required monitoring visits and evaluation missions were successfully organized as per requirements of the project.

Activities:

  • Provide support to PM for the coordination with EDCU, R/Municipal authorities, schools, mother group and project’s schools, Health Post for monitoring and evaluation work, and develop linkage. 
  • Assist evaluation team for internal and external evaluations processes, program research and study.
  • Support to organize external and internal evaluations as required in consultation with PM and MEAL Manager
  • Coordinate for M&E training activities, including workshops and Joint Monitoring Evaluation Committee (JMEC) meetings in consultation with PM.

Responsibility 3: Knowledge Management and Learning (KM&L) Documentation

Aim: To carry out KM&L activity and refine tools and processes 

Benchmark: 

  • KM&L activities conducted, and process documented for improvement and scaling up.

Activities: 

  • Provide support to develop and test of tools and implement learning, sharing and documentation.
  • Track and document the Case studies, lessons learned, and best practices to showcase project achievements.
  • Contributing to project’s learning processes, incorporating project-level learnings and knowledge. 

Responsibility 4: Database Management, Documentation and Reporting 

Aim:  To ensure quality in the documentation and reporting process of the project 

Benchmarks: 

  • Database management and its analysis ensured.
  • Reports received on time from respective team members.
  • Donor and   internal reports drafted and submitted to PM on time.

Activities:

  • Coordinate proper documentation and information sharing, focusing on achieving results and provide information as required by the project on a quarterly basis after each project reviews.
  • Ensure accurate database management and develop analytical reports in close consultation with PM. 
  • Facilitate the data entry persons (project team) and technical staff for proper database management and its analysis. 
  • Document the key project documents (Education and Health initiatives) like IEC/BCC materials, training manuals, tools and pedagogical prototypes materials are well documented and properly maintained. 
  • Make regular School and Health institution visits to verify and ensure data quality, and support the school, Health Personnel and teachers on proper data recording, management system, mentor, and coach field staff in monitoring and evaluation processes.
  • Organize and enter data from fieldwork into Excel/ KOBO/SPSS/Solstice software packages and to qualitative data sheets, and check data for accuracy.
  • Respond in a timely manner to requests for data from the PM and check all data for accuracy, cleanliness, and thoroughness before submitting it to the M&E Manager.
  • Develop a local level data management system in support of M&E managers at the district level.
  • Monitoring project activities, outputs, and progress towards anticipated results.

Responsibility 5: Tracking Project Implementation 

Aim: To oversee implementation of project and track the achievement of the project results on a regular basis 

Activities:

  • Under the delegation from PM, support in daily operational management of the project
  • Support to operation for the development of detail/project implementation plan (D/PIP), a monthly activity plan, and weekly operational plans 
  • Provide support to deal with the donor independently in consultation with Project Manager when as needed in relation to M&E ensure that the PM is well informed and regularly updated on the project implementation including progress, constraints, challenges etc.
  • Work closely with Project Manager, EDC/EDO, HO, Engineers and other project team members to get update about project activities and initiate the needful plan and action in consultation with the PM 
  • Any other duty and support at the service of the project and the organization, as requested by PM, MEAL Manager and CEO of REED Nepal. 

Additional: The position is also responsible for coordinating with both consortium organizations and donor organizations to update the progress and status of the project as needed and assigned.

The position is accountable to DFAT, AHF, and both organizations’ Codes of Conduct, and the incumbent must demonstrate a high level of integrity. Police and reference checks will be conducted during the recruitment process.

This is a full-time, field-based position requiring the staff to be stationed at the field office in Khaptadchhanna. Regular field visits are mandatory, even in locations with limited facilities
