MEL (Data) Officer

FAITH is recruiting MEL (Data) Officer to support its rights and mental health program with female sex workers, transgender women sex workers, women living with HIV, and women who use drugs.

The MEL (Data) Officer leads the organisation’s data systems and ensures high-quality monitoring, evaluation, learning, and reporting across all programs. The role supervises data assistants and field outreach teams, builds organisational MEL capacity, and strengthens evidence-based programming, documentation, and advocacy.

1. Duty station: FAITH central office, with regular field visits to community outreach sites.

2. Duration: 18 months

3. Reporting to: Executive Director

4. Key responsibilities

4.1 Lead organisational MEL

  • Support implementation of FAITH’s organisation-wide MEL framework, indicators, tools, and reporting systems.
  • Coordinate with project teams to ensure timely reporting, data verification, quality assurance, and documentation.
  • Ensure protection and safeguarding of all sensitive project information.
  • Contribute to project evaluations, strategic reviews, and research activities.
  • Promote a culture of data use, reflection, and learning across the organisation.

4.2 Supervision and team management

  • Lead and supervise assistants, providing technical guidance and task assignment.
  • Train peer outreach team and staff on MEL tools, indicator tracking, digital data collection, and data confidentiality.
  • Support adoption and troubleshooting of digital MEL platforms.
  • Mentor staff and ensure high-quality, accurate data outputs.
  • Conduct regular capacity-building sessions for project teams.

4.3 Project-level MEL 

  • Support the development and rollout of digital reporting tools.
  • Lead MEL processes for the peer-to-peer mental health outreach project, including data collection, verification, cleaning, and analysis.
  • Maintain and update digital databases for outreach, counseling, and referral tracking.
  • Conduct field monitoring, data validation, and supportive supervision for peer outreach team.

4.4 Learning, reporting, and knowledge management

  • Produce regular MEL reports for management and donors.
  • Support proposal development with relevant evidence, and indicators.
  • Facilitate learning and reflection meetings with project teams and beneficiaries.
  • Maintain a repository of MEL tools, training materials, and learning documents.
  • Support evidence-based advocacy through data visualization, factsheets, and summary briefs.

5. Required qualifications

  • Master's degree in public health, statistics, epidemiology, or related field.
  • Minimum five years’ experience in MEL.
  • Driving (two wheelers) license.

6. Competencies

  • Strong proficiency in Excel, Google Sheets, Kobo/ODK, and basic data analysis (SPSS, R, or similar).
  • Analytical thinking and accuracy.
  • Strong communication, facilitation, and problem-solving skills.
  • Clear reporting and documentation skills, ability to meet deadlines.
  • Commitment to rights-based and feminist values.

7. Priority will be given to

  • Women from indigenous, ethnic, Dalit, and marginalized communities.
  • Candidates with experience in HIV, mental health, or community-based outreach programs.
  • Candidates with experience supervising frontline or community-based teams.
