Job Description
Position Summary:
The General Manager serves as the chief executive leader of the organization, responsible for providing strategic direction, operational excellence, and organizational sustainability. The GM ensures effective portfolio management and oversees all core functions including finance, human resources, administration, procurement, program quality, external engagement, compliance and government liaison.
The role requires strong leadership to align organizational goals with implementation, ensure accountability, and maintain high standards of governance, transparency, and impact.
The GM acts as the primary link between the Board and management, ensuring timely escalation of critical issues, supporting policy development, and enabling informed decision-making.
Key Responsibilities:
1. External Engagement and Partnership Development: 10%
- Build and maintain strong relationships with: Government stakeholders, Development partners and donors, NGOs, networks, and alliances
- Promote collaboration and resource-sharing with like-minded organizations.
- Ensure organizational participation in relevant platforms such as:NGO federations, Sectoral networks and alliances
- Lead proactive engagement to maximize benefits for target communities and beneficiaries.
- Represent the organization in external forums, meetings, and strategic platforms.
2. Portfolio Management and Operations: 30%
- Oversee the entire project portfolio, ensuring effective planning, implementation, monitoring, and reporting.
- Ensure program quality, impact, and accountability across all projects.
- Lead integrated operational management, including: Finance management, Human resource management, Administration and logistics and Procurement systems
- Ensure efficient use of resources and cost-effectiveness in operations.
- Conduct regular management meetings with teams and periodic reviews with the Board.
- Strengthen internal systems for planning, monitoring, evaluation, and learning.
3. Government Liaison and Compliance: 10%
- Ensure full compliance with all government regulations and legal requirements.
- Maintain strong working relationships with local, provincial, and federal government authorities.
- Oversee:Organizational renewals, Project approvals, Reporting requirements and Other statutory obligations
- Ensure timely submission of all compliance documents and approvals.
- Represent the organization in government coordination meetings.
4. Organizational Visibility and Knowledge Management: 5%
- Provide strategic oversight to enhance organizational visibility and branding.
- Work closely with the communication team to: Document success stories and best practices, Strengthen internal and external communication
- Promote knowledge management systems for learning, documentation, and dissemination.
- Ensure visibility of organizational impact among stakeholders and donors.
5. Strategic Leadership and Organizational Direction: 10%
- Provide overall vision, leadership and strategic direction for the organization.
- Lead the development, review, and execution of strategic plans, annual work plans, and organizational priorities.
- Ensure alignment of programs and operations with the organization’s mission, vision, and long-term goals.
- Identify risks, opportunities, and emerging trends to guide organizational growth.
- Escalate critical risks, policy gaps, and strategic decisions to the Board in a timely manner.
- Support the Board in policy formulation, governance strengthening, and strategic decision-making.
6. Finance and Resource Management: 10%
- Ensure sound financial planning, budgeting, monitoring, and reporting.
- Oversee compliance with financial policies, donor requirements, and audit standards.
- Support resource mobilization efforts, including partnerships, proposals, and donor engagement.
- Ensure optimal utilization of financial and human resources.
7. People Management and Leadership: 10%
- Lead and manage a high-performing, accountable, and motivated team.
- Foster a culture of: Collaboration, Inclusion, Transparency and Continuous learning
- Ensure effective performance management systems, including appraisals and capacity development.
- Provide mentoring, coaching, and leadership development opportunities to staff.
8. Risk Management and Governance: 10%
- Identify and manage organizational, financial, and operational risks.
- Ensure strong internal controls and accountability mechanisms.
- Maintain transparency and uphold ethical standards and organizational values.
- Support audits and ensure timely implementation of recommendations.
9. Field Engagement: 5%
- Conduct field visits (minimum 5 days per month) to:
- Monitor project implementation
- Engage with beneficiaries and stakeholders
- Ensure program quality and accountability
- Provide field-based insights to strengthen program design and delivery.
Reporting and Coordination
- Reports directly to the Chairperson.
- Works as a senior management team and closely with Board members and programme team.
- Coordinates with external stakeholders, government agencies, and partners.
Required Competencies
- Strong strategic thinking and leadership skills
- Excellent organizational and operational management capacity
- Proven experience in program and portfolio management
- Strong financial oversight and resource management skills
- Excellent communication, negotiation, and stakeholder engagement skills
- Sound understanding of government systems, compliance, and NGO regulations
- Ability to manage complexity and lead change effectively
