Community Led Monitoring (CLM) for TB services aims to improve access, qualilty, and accountability of TB services in Nepal. The CLM will be implemented in seven districts (Kailali, Rupandehi, Kathmandu, Dhanusa, Morang, Nawalparasi-East and Surkhet) of seven provinces of Nepal under UNDP/Strengthening Health Resilience in Nepal – HIV/TB/ Malaria (Global Fund-GC7). The CLM for TB services is jointly implemented by two leading non-governmental organizations:

Japan-Nepal Health & Tuberculosis Research Association (JANTRA) is national level non-governmental organization, working in the field of Tuberculosis. JANTRA envisions a community free from TB, where every person has the right to and access to TB care and support, stigma and discrimination have no place, and everyone enjoys a better quality of life. It is a Sub Recipient for Global Fund cycle-7 under the primary recipient –UNDP/MOHFS for the period of April 2025 to July 2027 to implement “Strengthening Health Resilience in Nepal – HIV/TB/Malaria” in eleven districts of Bagmati Province and Gandaki Province with the support from NTCC.

SPARSHA Nepal is a non-profit, community-focused non-governmental organization (NGO) dedicated to health and human rights in Nepal, with expertise in prevention, diagnosis, treatment, care and support programs. It provides comprehensive health services with a strong focus on HIV, TB, hepatitis and STIs, including the management of co-infections. Operating across 14 districts, SPARSHA Nepal emphasizes community-led care through its “One-Stop Community-Based Service Model.”

Job Description: Finance Officer

Position: Finance Officer

Number of Positions: 1

Duty Station: Kathmandu

Compensation & Benefits: In accordance with the organization's Human Resources policy.

Contract Duration: Up to July 15, 2027, with potential for extension based on performance, funding availability, and project needs.

Position Overview

The Finance Officer will be responsible for overseeing all financial operations, budget tracking, and ensuring strict compliance with donor requirements. The ideal candidate will bring robust expertise in financial reporting, bookkeeping, and statutory compliance, with a strong preference for hands-on experience managing Global Fund-supported projects within the non-governmental organization (NGO) sector.

Key Roles & Responsibilities

1. Financial Management & Accounting

  • Process payments, maintain accurate financial ledgers, and prepare monthly staff payroll in a timely manner.
  • Ensure all applicable taxes and statutory deductions are accurately calculated, deposited, and reported within regulatory deadlines.
  • Coordinate with all seven district teams to manage advances, travel allowances, and activity-related payments efficiently.

2. Budget Management & Cost Tracking

  • Maintain project budgets and financial records in strict adherence to JANTRA/UNDP guidelines and organizational policies.
  • Track budget utilization to ensure the project remains on target and identify potential under-spending or over-spending early to facilitate timely corrective action.

3. Donor Compliance & Reporting

  • Prepare financial reports in accordance with the organization's guidelines and donor requirements.
  • Maintain organized physical and digital files of all receipts, contracts, and donor-related documentation to ensure accessibility and audit-readiness at all times.
  • Support and facilitate donor financial audits as per organizational policies and procedures.

Key Working Relationships

  • Direct Supervisor: Finance Coordinator and Project Manager
  • Internal Collaborators: District Focal Persons, M&E Manager, Team Lead, and district-level project teams.
  • External Collaborators: Donor representatives, auditors, government agencies, and vendors.

Qualifications & Experience

Education:

  • A minimum of a Bachelor's degree in Management, Finance, Accounting, Business Studies, or a related field.
  • A Master's degree in a relevant discipline is highly preferred.

Experience:

  • At least two years of relevant professional experience as a Finance Officer, preferably within the non-governmental organization (NGO) sector.

Desired Skills & Competencies

  • Strong knowledge of financial management principles, donor compliance, and statutory requirements.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively across teams.
  • Demonstrated ability to work both independently and collaboratively under tight deadlines.
  • Proficiency in accounting software (e.g., Tally, True Book, or similar) and other relevant computer applications (e.g., MS Excel, financial reporting tools).
  • Strong attention to detail and a commitment to accuracy and transparency in all financial transactions.
  • Demonstrated ability to respect individuals of all gender, race, and ethnicities and work effectively in diverse community settings.
