Health Nutrition Education and Agriculture Research Development Nepal (HEARD Nepal)

Position: Finance and Administrative Officer
Duty Station: Biratnagar, Morang – Provincial Office, Koshi Province with approximately 40% travel to field areas in Saptari, Madhesh Province & Lumbini Province..
Duration: 1 year with possible extension based on fund availability and satisfactory performance.

Roles and Responsibilities
- Manage overall finance, administration, logistics, and office operations in compliance with organizational policies, donor requirements, and government regulations.
- Record daily financial transactions accurately in TrueBook accounting systems ensuring proper coding and supporting document.
- Prepare vouchers, journal entries, bank reconciliations, cash books, ledgers, financial statements, and monthly, quarterly, and annual financial reports in a timely manner.
- Support budget preparation, budget monitoring, cash flow forecasting, fund management, and expenditure tracking to ensure efficient utilization of project resources.
- Ensure compliance with organizational financial policies, donor agreements, taxation rules, VAT/TDS regulations, audit requirements, and statutory obligations.
- Lead procurement planning and implementation including market surveys, quotation collection, bid analysis, vendor selection, contract preparation, and procurement documentation in line with procurement policies and value for money principles.
- Maintain and update supplier and vendor databases while building strong professional relationships with vendors, service providers, and consultants.
- Coordinate event management activities including workshops, meetings, trainings, conferences, travel arrangements, accommodation, venue management, logistics support, and participant coordination.
- Oversee inventory, warehouse, fixed assets, and stock management including asset coding, physical verification, maintenance, tracking, disposal, and reporting.
- Supervise office administration functions including facility management, fleet and vehicle operations, office maintenance, safety and security arrangements, and management of support staff.
- Strengthen internal control systems by ensuring proper authorization, ensure segregation of duties, documentation management, risk mitigation, and transparency in financial and operational processes.
- Coordinate with government offices, banks, auditors, vendors, and external stakeholders for reporting, compliance, financial transactions, audits, and operational areas.
- Prepare analytical and management reports, maintain organized filing systems, support audit processes, and contribute to organizational planning, operational efficiency, accountability, and program sustainability.
- Perform other duties assigned by supervisors for smooth organizational operations.
Qualifications & Experience
- Bachelor’s degree completed in BBA, BBS, BBM, or related field.
- Minimum 2 year of relevant work experience in administration, finance, or logistics.
- Good knowledge of MS Office applications, especially Excel, Word and Power Point.
- Strong communication, coordination, and reporting skills.
- Ability and willingness to travel frequently to field areas.
- Experience working with NGOs/INGOs will be an added advantage.
- Candidates holding a valid two-wheeler driving license will be given additional preference.
