NGO Partner Selection for Climate Resilience Initiatives

ADRA is a global humanitarian and development organization operating in more than 120 countries, delivering relief and development assistance regardless of ethnicity, political affiliation, gender, or religion.

In Nepal, ADRA has been working for over 38 years in partnership with communities, government, and local organizations to improve health, education, livelihoods, and disaster resilience.

ADRA Nepal is exploring a new funding opportunity to strengthen capacity of vulnerable communities and local institutions through actions in climate adaptation and disaster resilience, advocacy and economic empowerment in Bagmati, Sudurpashchim and Karnali Provinces that aims towards building resilient livelihood. To prepare for this opportunity, ADRA Nepal seeks to identify qualified and experienced local district-based NGO partners and technical assistance NGO partner with a strong presence and proven implementation capacity in the target provinces. Through this Expression of Interest (EOI), ADRA Nepal will shortlist eligible organizations for further organizational assessment and potential partnership, subject to donor approval  and project funding.

The program will focus on:

• Community Resilience: Strengthen capacity of vulnerable communities through inclusive and sustainable economic interventions.
• Climate Actions at local level: Design and implement climate adaptation and resilience initiatives at local level with institutional capacity strengthening of community and stakeholders.
• Strengthening Enabling Environment: Collaborate with and capacity building of local government for climate and disaster resilience initiatives.

Eligibility

Interested NGOs must:

• Local NGO registered and implementing projects in districts in above-mentioned areas, and technical assistance NGO with national footprint in the climate change and disaster resilience sector with sufficient working experience in mentioned provinces.
• Minimum 5 years’ operational experience in managing donor-funded projects
• Existence of functional governing/executive board and management
• Registration and renewal at DAO and Social Welfare Council
• PAN or VAT registered.
• Periodic renewal and latest tax clearance certificate.
• Strong Experience in Climate Change Actions, Disaster Risk Management, Anticipatory Actions, Economic Empowerment, Local Governance, Social Empowerment and GEDSI
• Strong safeguarding policy and practices
• Strong linkages and coordination at local level, district level and provincial levels with concerned stakeholders.
• Have in house and ready to mobilize physical and human resource capacity immediately after the project starts

EOI Submission Guidelines & Deadline

Application Deadline: 12 August 2026 by 5:00 PM.

Applicants may submit their EOI following process in ToR with Subject line: “Submission of EOI for local partner for Bagmati, Sudurpaschim and Karnali Provinces” and through either of the following methods:

EOI documents received after the deadline will not be considered.

Please Note:

• Submission of an EOI does not guarantee selection for the project.
• ADRA Nepal reserves the right to accept or reject any application without assigning reasons and without prior notice.
• ADRA Nepal may cancel or amend this EOI process at any stage.
• Organizations are responsible for all costs associated with preparing and submitting their applications.
• Submission of false, misleading or incomplete information may result in disqualification.
• ADRA Nepal maintains a zero-tolerance policy toward fraud, corruption, sexual exploitation, abuse, harassment and all forms of misconduct.

Conflict of Interest Disclosure

Applicant organizations must disclose, as part of their EOI submission, any existing or prior relationships with ADRA Nepal, its staff, board members, or other prospective implementing/consortium partners under this EOI, including but not limited to:

• Current or former ADRA Nepal staff, board members, or their immediate family members holding governance or management positions within the applicant organization;
• Any existing sub-grant, sub-contract, or consortium arrangement with ADRA Nepal within the past three (3) years;
• Any pending or prior disqualification, suspension, or debarment by a donor, government authority, or another INGO/donor agency.
• Failure to disclose a material conflict of interest may result in disqualification at any stage of the selection process.

Undue Influence

Any attempt by an applicant, its representatives, or affiliates to unduly influence ADRA Nepal's evaluation or selection process — including improper contact with staff or board members, or offers of gifts or favors — will result in immediate disqualification
