Brief Background:

Compassionate Hands For Nepal (CHFN) is a non-profit civil organization registered in Lalitpur, Nepal. It is implementing diverse development projects related to human trafficking and the returnee female migrant sectors for rehabilitation and reintegration into their society. Therefore, invites proposals from registered service providers interested in conducting the "Mid-Term Evaluation of Local Stakeholders Together for Community Development & Protection Project".

The project is running at Jugal Rural Municipality, Ward No 5 Sindhupalchok and the services received by the vulnerable group of girls and female returnee migrants. 

Detailed requirements, terms, conditions, and project information are provided in the attached Terms of Reference (ToR) and Project Information Document.

Important deadline and documents:

1. The technical and financial proposal must be submitted by 27 Nov 2025, 4:30 PM via email to info@chfnepal.org. 

2. Private firms, individuals, consultants, or organizations must submit:

• Copy of company registration (For Company only)
• VAT/PAN certificate
• Latest tax clearance certificate (For Company only)

3. CHFN reserves the right to reject any or all proposals. Successful bidder(s) will be notified at the earliest possible date.

4. The proposal that fully complies with all requirements, meets evaluation criteria, and offers the best value for money will be selected.

5. CHFN follows a strict ethical procurement policy that prohibits engagement with entities involved in child labor or unlawful activities.

6. The contract may be terminated without notice if services are unsatisfactory or fail to meet required quality standards.

Compassionate Hands for Nepal (CHF-Nepal)

CHF-Nepal is a non-profit organization dedicated to improving the well-being of vulnerable and marginalized communities through integrated rehabilitation, livelihood, education, and social welfare interventions. As part of its commitment to good governance and participatory monitoring, CHF-Nepal conducts routine social audits to assess its program effectiveness, community satisfaction, and institutional accountability.

Compassionate Hands for Nepal (CHF-Nepal) invites qualified and experienced consultants/consulting firms to submit an Expression of Interest (EOI) for conducting a Social Audit of its ongoing programs and organizational practices. The purpose of the social audit is to ensure transparency, accountability, meaningful stakeholder engagement, and continuous improvement in program implementation.

1. Objectives 

The primary objective of this consultancy is to facilitate a comprehensive Social Audit process that:

• Reviews the transparency, effectiveness, and inclusiveness of CHF-Nepal’s programs.
• Assesses community perceptions, satisfaction levels, and participation.
• Ensures that CHF-Nepal’s activities adhere to organizational policies, donor requirements, and national social audit guidelines.
• Identifies gaps and provides actionable recommendations for strengthening program governance and performance.

2. Document requirements

Eligible consultants/firms are requested to submit the following documents:

• Updated CV of consultant(s).
• Technical proposal for the social audit.
• Financial proposal.
• PAN/VAT registration certificates (for firms).

3. Important Deadline

• Starting date of Service: January 5th 2026
• Ending date of contract: January 25th 2026

Note: CHFN will contact shortlisted candidates for final presentation of proposal and reserve right to reject of selection process by CHFN.
