ANALYSIS OF IMAM BUDGET ALLOCATIONS IN NEPAL

Project activity: Consultant for conducting analysis of program budget allocations within the Integrated Management of Acute Malnutrition (IMAM) Framework in Nepal.

Project duration: maximum 25 days 

BACKGROUND

The Integrated Management of Acute Malnutrition (IMAM) program in Nepal is delivered through an integrated health system, involving complex linkages across federal, provincial, and municipal levels. Insights from IMAM gap analysis workshops conducted in 2023 and 2024 have highlighted challenges in budget allocations and resource utilization. To address these, Action Against Hunger (ACF) Nepal seeks to leverage existing platforms/resources, such as nutrition review meetings at federal and provincial levels, using adapted gap analysis tools. 

This consultancy will focus on mapping and analysing domestic budget allocations to optimize resource allocation, identify gaps, and support evidence-based advocacy for improved IMAM program delivery. 

OBJECTIVE

To analyse IMAM budget allocations across federal, provincial, and municipal levels, for optimizing resource allocation within the IMAM framework.

SCOPE OF WORK AND ACTIVITIES

The consultant will undertake the following activities over 25 working days, spread across the period from December 20, 2025, to February 20, 2026. The activities will build on existing data from gap analysis workshops and nutrition review meetings, focusing on mapping, analysis, workshops, and policy dialogues.

KEY ACTIVITIES:

  • Map IMAM Budget Allocations: Create a comprehensive overview of IMAM budget distributions at different tiers of government (federal, provincial, and municipal), including funding sources and expenditures.
  • Analyze Utilization Patterns: Examine budgeted resources against allocated/actual resources to identify trends, variations, gaps, and inefficiencies. Present preliminary findings to ACF for review and feedback.
  • Support in facilitating Policy Dialogues and workshops: Support ACF to organize and facilitate policy dialogues (details to be shared and agreed at later stage) to present findings and options for resource optimization. These dialogues and workshops will address gaps, supporting evidence-based advocacy and disseminate findings to wider audience. Outcomes will be captured in the policy brief.

The consultant is expected to work remotely or from ACF Nepal where possible, with potential travel for workshops and dialogues (travel costs to be reimbursed separately, if applicable).

KEY DELIVERABLES

The consultant will produce the following deliverables, submitted in English (with Nepali translations with support from ACF):

  • Initial meetings with key stakeholders supported by ACF Nepal team.
  • A draft tools and template shall be provided to the consultant where in feedback and finalization of tools and template shall be done by the consultant based on discussion with relevant stakeholders
  • Budget Mapping and Resource Analysis Report: A comprehensive report detailing the mapping of IMAM budgets, analysis of utilization patterns, trends, variations, gaps, and inefficiencies. This should include data visualizations, findings from workshops, and initial recommendations. 
  • Policy Brief: A concise, evidence-based document providing practical recommendations for optimizing resource allocation, tailored to federal, provincial, and municipal stakeholders. This will incorporate outcomes from policy dialogues and all prior activities. (Final version due by February 15, 2026.)

All deliverables must be shared with ACF for review and joint agreement before finalization.

  • Duration: 25 working days over approximately 2 months.

This schedule is tentative and will be agreed upon with the consultant upon hiring, accounting for holidays and stakeholder availability.

REPORTING AND SUPERVISION

The consultant will report directly to the designated focal point at ACF, with regular updates to the relevant stakeholders as per need and agreement during the hiring process. Weekly progress reports are required, and all deliverables must be approved by ACF Nepal. 

PAYMENT TERMS

  • Total Fee: To be negotiated based on the consultant's proposal and experience (daily rate basis for 25 days).
  • Payment Schedule: 20% upon contract signing; 50% upon submission of the draft Budget Mapping and Resource Analysis Report; 30% upon final approval of all deliverables.
  • Expenses: Cost related to relevant travel, accommodation, and other assignment-related expenses (if any)

CONFIDENTIALITY AND ETHICS

The consultant must adhere to ethical standards, maintain confidentiality of sensitive data, and ensure all work complies with relevant laws and best practices. 

This ToR may be amended by mutual agreement between ACF and the consultant.

QUALIFICATIONS AND REQUIREMENTS

  • Education: Master's degree or higher in Public Health, Economics, Public Policy, Nutrition, or a related field.
  • Experience: At least 5 years of experience in budget analysis, resource mapping, and policy advocacy in health or nutrition sectors, preferably in Nepal or similar contexts. Proven track record in facilitating workshops, policy dialogues, and producing evidence-based reports/briefs. Familiarity with federal health system of Nepal and IMAM program is essential.
  • Skills: Strong analytical skills with proficiency in data visualization tools (e.g., Excel, Tableau). Excellent facilitation, communication, and report-writing skills. Ability to work collaboratively with government entities.
  • Other: Fluency in English and Nepali. Availability to work during the specified period, with flexibility for virtual and in-person engagements.

  • In case of Organization (registration, VAT/PAN, profile, audited financial report, tax clearance)
  • Cover letter outlining how the applicant meets the specifications, confirming availability within the stated timeframe, and providing contact details for three professional referees.
  • Technical proposal describing the proposed methodology and timeline.
  • Financial proposal detailing the daily rate and all costs related to travel, accommodation, and other assignment-related expenses (if any)
  • Sample of previous work relevant to the assignment.
