Consultancy Services on Assessing Loss and Damage from October 2025 extreme rainfall event in Central and Eastern Nepal

Oxfam are conducting a Request for Proposal (RFP) process and invites you to submit a proposal to provide Oxfam, within their requirements, for:

TITLE: Consultancy Services on Assessing Loss and Damage from October 2025 extreme rainfall event in Central and Eastern Nepal

Oxfam Program:  Climate Justice and Resilience

Objective of the assignment: 

The objective of this assignment is as below:

1. Review and identify methodological and institutional gaps in previous Loss and Damage studies conducted within and across countries, and establish minimum technical benchmarks and standards for conducting L&D assessments that are scientifically robust and internationally recognized under UNFCCC frameworks.

2. Assess, quantify, and document economic losses resulting from October 2025 heavy rainfall across Madhesh, Bagmati, Koshi, and the eastern part of Lumbini Province.

3. Assess, evaluate, and document non-economic losses, including loss of lives, psycho-social and health impacts, cultural heritage disruptions, biodiversity and ecosystem degradation, and land productivity decline in the affected areas.

4. Identify and analyze systemic gaps in disaster preparedness, response, and recovery mechanisms revealed through this event, and recommend actionable measures to strengthen national and sub-national capacity to address Loss and Damage.
