Rapid Needs Assessment of Maternal and Newborn Care in 15 Secondary Hospitals in Madhesh Province
Date of Publication: 3 November 2026
ADRA Nepal, in partnership with UNICEF, invites qualified consultants or consultancy firms to conduct a rapid needs assessment in 15 secondary hospitals in Madhesh Province. The purpose of this consultancy is to assess facility readiness, service availability, staffing, equipment and systems for Emergency Obstetric and Newborn Care (EmONC) and Sick Newborn Care Units (SNCU) and to identify gaps in maternal and newborn care by hospital and district. The findings will guide facility-specific quality improvement plans, training and mentoring priorities and the selection of model SNCU/Kangaroo Mother Care demonstration sites.
Objectives of the Consultancy:
- Assess availability and readiness of EmONC and SNCU services, including newborn resuscitation, Kangaroo Mother Care (KMC) and essential medicines and supplies.
- Review staffing, skills, and training status of service providers, including SNCU nurse availability and staff turnover.
- Assess infrastructure and equipment for labour, delivery, postnatal and newborn care.
- Review adherence to key protocols (Labour Care Guide, PPH management, newborn care standards), the functioning of MPDSR and quality improvement structures, and respectful and adolescent-responsive maternity care.
- Provide evidence-based, prioritized recommendations by hospital and district, validated with hospital representatives through a two-day workshop.
Duration: 20 working days and a two-day validation workshop. The final timeline will be agreed during contract negotiation.
Location: Madhesh Province, with field visits to 15 secondary hospitals across Saptari, Siraha, Dhanusha, Mahottari, Sarlahi, Rautahat, Bara, and Parsa districts.
Eligibility: Professionals or firms with:
- At least a master’s degree in public health, nursing, medical sciences, health systems, or related fields.
- Minimum 5 years of experience in maternal and newborn health, health systems, or quality improvement.
