Humanitarian Monitoring, Evaluation, Accountability and Learning (MEAL) Consultant

1. Core Purpose of the position:

The Humanitarian MEAL Consultant is to work on the MEAL aspect for the “Collective Action for Inclusive COVID-19 Response Initiatives in Nepal” project to be implemented by CBM Nepal Country Office (NCO) in consortium with the National Federation of the Disabled-Nepal (NFDN) focusing on advocacy and disability inclusion, Support Activities for Poor Producers of Nepal (SAPPROS) focusing on provision of basic needs assistance and Centre for Mental Health and Counselling in Nepal (CMC) providing mental health and psychosocial support (MHPSS) to the identified most at-risk communities of Sindupalchowk and Kavre districts of Nepal.

2. Key Responsibilities and deliverables

The consultant in coordination with humanitarian coordinator will planning and development the MEAL processes, is responsible for accountability, knowledge sharing and organisational learning, data management and reporting and communication and documentation.

The consultant is responsible to deliver the following; during the term of this consultancy;

  • Setting up of the MEAL framework / platform for each of the three sub-components of the project: (i) advocacy & influencing for disability inclusion; (ii) basic needs assistance; (iii) MHPSS
  • Orientation of the partner focal person(s) on the MEAL framework & related tools
  • Support in setting up of inclusive community feedback and complaints mechanism
  • Monthly data compilation and verification, and review of the MEAL framework implementation
  • Support to the roll-out and analysis of the post-distribution monitoring survey
  • Contribution to the Real-Time Evaluation (RTE) of the COVID-19 response/project
  • Support in review and finalization of policy briefs & learning materials from the project
  • Support in development of human-interest stories from the field
  • Dissemination of the policy briefs, human impact stories & other relevant materials through different networks & platforms incl. the Cluster system, CBM website, social media, etc.
  • Contribute to the end of project reporting

3. Basic Requirements

  • CBM is looking for a consultant with the following required competencies and qualifications:

Qualifications

  • A Minimum of master’s degree or equivalent in humanitarian, development or social studies, or other relevant fields.
  • Specialised certificate(s) in MEAL preferred.
  • Knowledge and experience of monitoring, evaluation, accountability and learning especially related to humanitarian programming.
  • Strong knowledge and experience of data management, social research methodologies and techniques with cognizance of relevant software.
  • Proven ability to facilitate and coordinate learning processes and document good practices and lessons learned. 
  • Knowledge of current evaluative and analytical literature in the humanitarian sector.
  • Knowledge and understanding of the rights-based approach to development.
  • Familiarity with protection issues, gender and disability inclusion preferred.

Required Experience

  • At least 5 years of demonstrated experience in leading the development and roll-out of MEAL frameworks for multi-sector programming, preferably in humanitarian settings in Nepal.

4. Terms & Conditions

  • The Consultancy agreement will be for a period of 60 days between July to December 2020, effective upon signatures from both parties. This position will be reporting to the Humanitarian Coordinator. The candidate experience working in humanitarian projects is the must.

5. Consultancy Fees

  • Applicants are requested to submit their financial proposal with a clear indication of their daily rate (on 8-hour workday basis excluding breaks) in Nepali Rupees inclusive of applicable taxes accordingly.
  • The applicants are also responsible for the arrangements of their social security provisions.
