POSITION DESCRIPTION

POSITION TITLE: Human Resources (HR) Assistant

LOCATION: Kathmandu, Nepal, with travel to districts

REPORTS TO: Human Resources and Organization Development Manager

CONTRACT LENGTH: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed. The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY:

The Human Resources (HR) Assistant will assist in efficient management of the human resources department by providing high quality administrative and management support ensuring teams are provided with key information on HR processes and procedures, assisting in hiring process, responding to routine queries on recruitment procedures, personnel records and file management, performance management, timely and effective record keeping of all HR activities and documentation.

ESSENTIAL RESPONSIBILITIES:

Systematic and Quality HR Administrative support

  • Effective and systematic filing of all HR documents.
  • Responsible for personnel file management and timely updates.
  • Update staff contacts details and upload in server.
  • Process requests for staff ID cards.
  • Process staff insurance claims and reimbursements and keeps the tracks.
  • Maintain attendance and leave records.
  • Ensure an updated copy of Job Description in files.
  • Ensure availability of orientation kit/packages before new staff starts to work.
  • Assist in compiling orientation package and individual feedbacks.
  • Assist in Employment contract renewal process.
  • Collect CVs received voluntarily and maintain its record.
  • Coordinate with line managers and arrange internal and external interviews.
  • Responding to routine queries related to Human resources department.
  • Handle general Employee Relations.

Ensure distribution of HR Policies, Procedures and Systems.

  • Ensure new staff receives entire copies of HR policies and procedures.
  • Collect newspapers and Nepal government gazette reflecting news of any changes in statutory laws by the government as guided by HR&ODM.
  • Avail all HR templates and orient its use to teams, in guidance of HR&ODM.

Support on Planning and fulfilling the staff / Consultants needs

  • Timely liaise with Administration on publishing and process for vacancy advertisement.
  • Assist HR&ODM in recruitment selection procedures.
  • Assist in consultants’ hiring procedures.

Keep track of performance management and development plan

  • Collect and track record of submission of all Performance Agreement Form.
  • Liaise and follow ups with Training institutes and other related institutes together with staff, in line with training calendar published by HR&ODM.
  • Assist and ensure the participation of staff in activities, workshops, training, exposures etc as guided by HR&ODM in accordance with their individual development plan.
  • Keep and maintain training materials available from training institutes, trainees and avail when needed.

Assist in Teambuilding and Recognition events.

  • Assist in team building events.
  • Support on effective arrangement in recognition programs.

Internal coordination and collaboration:

  • Coordinate and collaborate closely with Program Team, home office and field office.

External Liaison and Networking:

  • Develop and maintain association and liaison with relevant stakeholders.
  • Actively represent in relevant forums.

Other duties as assigned.

QUALIFICATIONS:

Education:

  • Bachelor’s degree in management, human resources management or related fields.

Technical:

  • Minimum 3 years of professional experience in Human Resources and administrative, preferably in development sector.

Experience:

  • At least 3 years of relevant experience in human resources, administrative management for development projects and/or I/NGOs.
  • Experience on facilitating diverse culture team.
  • Experience handling general employee relation with effective people management approaches.
  • Previous experience working in USAID and/or DFID projects preferred. 

Skills/Knowledge:

  • Good knowledge on HR administration, recruiting and Training and Development.
  • Good communication skills in English and Nepali, oral and written and capability to relate and interact with multicultural teams.
  • Knowledge on planning and liaison skills.
  • General knowledge of the principles and practices of personnel administration.
  • High energy level, comfortable performing in conjunction with day-to-day activities.
  • Good interpersonal abilities.
  • Ability to get along with diverse personalities, tactful, flexible.
  • Good reasoning abilities, sound judgment.
  • Resourceful and well organized.
  • Results and people oriented.
