The Kakani Centre for Development of Community (KCDC) is a non-governmental organization founded in 1993, and since then has implemented projects in the sectors of children trafficking, HIV/AIDS, child labor, health and nutrition, education, agriculture and disaster risk reduction with gender as a cross-cutting issue in partnership with Nepal government and other agencies. KCDC is now implementing the 'Humanitarian Assistance to People Affected by Earthquake' project in the VDCs of Nuwakot district in partnership of Oxfam GB. KCDC Nepal invites applications from all interested and potential Nepali candidates for the following position in our Humanitarian Assistance project:

Terms of Reference (TOR) for consultancy on

Vocational Training Provider (Technical Institutes) - House Wiring (Electrician)

(390 hours) as on CTEVT Curricular

BACKGROUND AND OBJECTIVE OF THE TRAINING:

Emergency Food Security and Vulnerable Livelihood (EFSVL) team of Oxfam Nuwakot is planning to provide vocational training on House Wiring (Electrician) 20 trainees from 6 Gaunpalikas. The basic purpose of the training is to support quick recovery of housing and reconstruction in the aftermath of earthquake. It is also expected to serve as one of the major sources of livelihoods of the trainees themselves as selected beneficiariesbelong to poor economic background; beneficiaries are dependent on daily wage and traditional skill based jobs.

KCDC is implementing partner for Dupcheshwor (Rautbesi & Betini) & Panchakannya (Thaprek) Gaunpalika , CARDSN Nepal is implementing partner for Dupcheshwor (Gaunkharka & Shikharbesi) & Shivapuri (Samundradevi) Gaunpalika, while SSS is implementing partner for Tadi (Ralukadevi), Meghang (Samari) and Tarkeshwor (Budhasing) Gaunpalika.

EXPECTED OUTPUTS OF THE TRAINING:

By the end of the training, electrician training participants are expected to be confident about:

  • Proper house wiring with relevant and appropriate skills and will continue as their major source of livelihood.
  • Aware about different type of tools and materials related to electrician works.
  • Know the importance of electricity and Prevention of electrical shock.
  • Repair and maintenance various types of electrical accessories.
  • Trainees will be awarded by level 1 skill test certificate as per required of CTEVT.

METHODOLOGY OF THE TRAINING:

Methods of training:

  • Lecture and visual sessions
  • Group exercises
  • Practical sessions 
  • Participatory and action learning methods.
  • Final Skill test and all required process for skill test with CTEVT

TRAINER’S RESPONSIBILITY:

  • Training Institute should arrange theoretical and practical classes (including the materials required for practical sessions) as per CTEVT guideline.
  • Training Institute should arrange well spacious accommodation and hygienic food with proper meal plan for trainees.
  • Trainer should submit “Training Completion Report” within 7 days of training completion. This should include a copy of skill test certificates of all trainees.
  • Trainer should conduct pre and post training knowledge evaluation of the trainees. Findings need to be incorporated in “Training Completion Report.”
  • Trainee’s successful pass out from the training with skill certification from CTEVT will be the responsibility of the training institute.

MINIMUM REQUIREMENTS FOR TRAINING INSTITUTE:

  • At least 3 years of experience in delivering vocational trainings- electrician and plumbing
  • Certified training institute from CTEVT and Nepal government.
  • Availability of infrastructures and training equipment’s as stated by CTEVT for training institute.

PAYMENT PROCEDURE:

  • Payment to the institute will be done after receiving EFSVL TL approved “Training Completion Report” and a copy of Skill Test Certificates of trainees. Payment mode is requested to refer as on MoU after completion of selection process.

REPORTING LINE:

  • The consultant will report to Oxfam in Nepal, Nuwakot’s EFSVL Team Leader as well as KCDC representatives.

TENTATIVE DATES OF TRAINING:

Participants will be enrolled in training during 1st December 2017- 24th January 2018.

(The expenses of training would be total of 20 trainees (7 trainees from CARDSN, 7 from trainees form KCDC and 6 Trainees for SSS).

TERMS AND CONDITIONS:

Technical Institute

  • Documents to be submitted By Consultant:
  • Detail Proposals should be submitted with budget breakdown and timeframe
  • VAT registration certificate 
  • Tax clearance certificate
  • Agreed time sheet of all involved consultants upon completion of project – signed by consultant and hiring manager.
  • Detailed work plan – agreed by consultant and hiring manager
  • Detailed budget sheet with breakdown – agreed by consultant and hiring manager.
  • Actual invoices to claim for expenses as per mentioned in the contract.

The Kakani Centre for Development of Community (KCDC)

  • KCDC reserves the right to accept & reject the proposal.
  • Trainees will be treated as KCDC’s property till the end of training and KCDC and Oxfam team may visit for monitoring at any time during the training.
  • Full payment to trainer will be made after trainer submits final training report.
  • KCDC will deduct tax and VAT at source according to the government policy.
