TERMS OF REFERENCE FOR BASELINE STUDY
ENHANCING COMMUNITY AND SCHOOL BASED DISASTER RESILIENCE IN EARTHQUAKE AFFECTED AREAS OF RAMECHHAP DISTRICT –PHASE II
BACKGROUND
Islamic Relief Worldwide (IRW) is an independent humanitarian and development organization that has been serving humanity for 35 years. With an active presence in over 40 countries across the globe, IR strive to make the world a better and fairer place for the three billion people still living in poverty. Since 1984, IRW has helped millions of the world’s poorest and most vulnerable people. Inspired by the Islamic faith and guided by Islamic values, IRW believes that people with wealth have a duty to those less fortunate – regardless of race, political affiliation, gender or belief. IRW is affiliated in Social Welfare Council as an International Non-Government Organization.
IRW projects provide poor people with access to vital services and protect communities from disasters and deliver life-saving emergency aid. It provides lasting routes out of poverty, and empower vulnerable people to transform their lives and their communities. IRW supported local partners immediately after the Gorkha Earthquake 2015 to address the Emergency and recovery needs of the most affected population. IRW is presently working through local implementing partners in Rasuwa, Nuwakot, Ramechhap and Rautahat districts.
This TOR has been developed to solicit consultancy service from qualified and experienced individual or firm to conduct baseline study for the second phase of “Enhancing Community and School Based Disaster Resilience in Earthquake Affected Areas of Ramechhap District” project implemented in Gukulganga Rural Municipality.
INTRODUCTION
IR Nepal with the financial support from Aktion Deutschland Hilft (ADH) and IR Germany implemented “Enhancing Community and School Based Disaster Resilience in Earthquake Affected Areas of Ramechhap District” in Gokulganga Rural Municipality (RM). The principle objective of the project was Enhanced Resilience of Communities and School to prepare and respond to disaster. The project was successful in forming DRR institution including RM Emergency Operation Centre (EOC), preparation and implementation of Ward and Local Disaster and Climate Resilient Plan and School Safety Plan among other. The project was well received by the community, school and local and district level stakeholders. Building on the achievement and learning, the project is continued for the second phase (April, 2019- June 2020). The project aims to achieve following results,
Result 1: Enhanced disaster preparedness and increased knowledge and capacity of rural population and Community Based Organisations (CBOs)
Result 2: Local government has improved capacity and governance for DRR mainstreaming and effective disaster risk management
Result 3: Increased capacity of RM units on protection of vulnerable groups particularly children and women
The project aims to engage 120 COs and 22 schools along with Ward and Local Disaster and Climate Resilient Committees, RMEOC led by RM and its relevant sections to achieve the results.
OBJECTIVES
The main objective of the study is to establish a reference value for the project in line with the project log frame with detailed socio-economic information of the project area.
The specific objectives of the assignment are,
- Assess the knowledge, attitude and practice of DRR among the Community Organization members and school children and teachers
- Document the status of Child protection and women empowerment policies, and RM led ongoing DRR initiative, plans, institutional capacity and operation of DRR institutions at school and community
- Review existing RM policies and plans on DRR from the lens of inclusiveness and child protection
SCOPE OF STUDY
The overall scope of the assignment is as follows,
- Gather and review relevant secondary information
- Define data collection and analysis strategy for the baseline study
- Calculate the sample size for each category of stakeholders
- Develop and finalize the tools for the baseline study based on project logical framework and 9 characteristics of resilient communities in Nepal
- Conduct field testing of the tools
- Orient the enumerator for Knowledge Attitude Practice (KAP) survey
- Ensure data quality of KAP survey
- Conduct FGD and KII with relevant stakeholder
- Undertake data cleaning, analysis and produce top line findings, draft and final report
- Summarize the baseline information with respect to Project log frame
METHODOLOGY
The baseline study should employ both qualitative and quantitative approach. Review of relevant secondary data shall be the integral part of the study and should be reflected wherever possible in the report. Secondary Study design should align with the project log frame and relevant indicators of 9 characteristics of resilient communities. This study has to measure Knowledge, Attitude and Practice (KAP) of DRR among the community organization members, school children, teachers and RM authorities and elected representative. Focused group discussion and Key informant interview (KII) with relevant stakeholder should be conducted.

REPORTING LINE
The consultant shall report to and work closely with the DRR project lead of IR Nepal to ensure quality of baseline tools and reports.
REQUIRED QUALIFICATION
The consultant should have at least Master’s Degree in relevant field with 5 years of work experience of similar assignment focusing on DRR and Child Protection Issues
Demonstrated analytical and writing skills
PROPOSAL EVALUATION CRITERIA
The technical and financial proposal will be evaluated separately and have 80% and 20% weightage respectively. The proposals will be evaluated based on following criteria,
