Organization profile and background:

Welthungerhilfe (WHH) was established under the umbrella of the FAO (UN Food and Agriculture Organisation) in 1962 and started as the German section of the"Freedom from Hunger Campaign" – one of the first global campaigns to fighthunger. Today it is one of Germany’s leading non-governmental organizations witha dual-mandate in both development cooperation and humanitarian aid. Non-profitmaking, non-denominational and politically independent, Welthungerhilfe fights against hunger and works together with civil society organizations in the countries where it operates. Welthungerhilfe’s vision is to create a world in which all people can exercise their right to a self-determined life in dignity and justice, free from hunger and poverty. In 2017, Welthungerhilfe supported 11.8 million people with 410 projects in 38 countries.

Welthungerhilfe is operational in Nepal since 2012 and has a current programme portfolio in 31 municipalities under four thematic areas: food and nutrition security, right to food and empowerment, disaster risk reduction, and WASH. Our overall goal is to work hand in hand with civil society in Nepal to empower socially marginalized and economically poor citizens to reinforce their resilience and to ensure their right to adequate food and nutrition.

Location: The position is based in the country office in Lalitpur with at least 40% travel to the programme area

Job purpose: To lead and further develop the thematic areas WASH and DRR and be the focal point for emergency response, ensure the success and quality of the different programmes/projects in line with Welthungerhilfe and governmental standards and policies, coordinate Welthungerhilfe staff, partners and stakeholders, and contribute to the further development of the country strategy.

Responsible to: Country Director

Main Responsibilities:

  • Ensuring compliance with Welthungerhilfe standards and governmental policies/guidelines for high quality programme/project implementation
  • Identify, design and assess new project ideas, develop concept notes and proposals, also for SWC
  • Identify and assess potential new partners
  • Prepare high quality reports/documentation for WHH and donor agencies ensuring all requirements are met
  • Develop position papers, lessons learned, support evidence creation
  • Oversee thematic consultancies incl. ToR development and quality assurance of final products (surveys, assessments, evaluations, etc.)
  • Foster inter- and cross-sectoral sharing, learning and knowledge management
  • Organize visits of donors, government, HQ, consultants, journalists, etc
  • Supervise and mentor project coordinators under the portfolio
  • Assess capacity building needs and provide technical support and backstopping  to the project teams, including partner in the field
  • Conduct technical and PCM training for WHH and its partner organizations including resource material preparation
  • Review project reports and documents ensuring high quality
  • Conduct regular monitoring/ backstopping visits and document them
  • Coordinate/organize project review and evaluations (internal, external, SWC/CPAC)
  • Coordinate with federal and provincial governmental stakeholders, contribute to GoN strategies/ policies and maintains active, transparent, and accountable positive relation
  • Closely liaise with Social Welfare Council for project approval, progress reports,  CPAC, evaluations etc for being familiar with the governmental procedures
  • Attend and represent WHH at relevant meetings, networks, thematic working groups etc and actively contribute as agreed with the Country Director
  • Strengthen relations with national/ regional /global networks, research institutes
  • Maintain constructive, positive relations and closely coordinate with partner  organizations on central level
  • Any other duties assigned by the Country Director

Qualification and Experience:

  • Master’s degree in civil engineering, rural development, environmental studies, development studies or in a related subject
  • Proven track record of progressive and successful work for at least 10 years in the development sector with a minimum of 5 years at a senior level
  • Strong technical expertise in WASH, DRR and emergency response
  • Excellent knowledge of sector-related national guidelines, policies, sector strategies as well as international frameworks
  • Experience in working with international donor agencies
  • Exceptional analytical and writing skills in English
  • Excellent coordination and facilitation skills
  • Excellent inter-personal skills, open-minded and problem-solving attitude
  • Willingness to travel extensively in the project regions
  • Creative, flexible and pro-active, willingness to learn and to share knowledge
  • Valid driver’s license, able to ride a motorcycle in rural environment
  • Knowledge in food and nutrition security an asset
  • Good understanding on gender and social inclusion related issues an asset
