IntroductionSNV Netherlands Development Organisation is a non-profit international development organisation with headquarters in the Netherlands and programs in 36 countries in Asia, Africa and Latin America. SNV contributes through strengthening the capacity of local organizations within three main sectors: Water, Sanitation and Hygiene (WASH); Agriculture; and Renewable Energy.
In the WASH Sector, SNV Nepal is implementing the DGIS funded WASH SDG programme following its approach on Urban Sanitation and Hygiene for Health and Development (USHHD) in four cities. These are: Chandannath (Jumla) and Birendranagar (Surkhet) in Province 6, Nepalgunj (Banke) in Province 5, and Khadak (Saptari) in Province 2. Under this programme, SNV Nepal has to conduct a range of events with stakeholders, and SNV Nepal is looking for a service provider for the provision of logistic/admin/finance support in each of the four cities.
Scope of WorkThe primary scope of work is to support the implementation of project activities by providing the required logistic/admin/finance services following SNV procedures and compliance requirements. SNV Nepal technical WASH Advisors will be implementing a range of stakeholder events including trainings, workshops, meetings, site assessment, surveys, etc. The service provider will conduct all necessary operational tasks to complete the activities, e.g. delivering invitation, booking venue following SNV procedures, procuring event materials, making banners, collecting required participation documentation and consent form, taking photos, completing payments, and collecting all supporting documents; bills, invoices, signed participants list, materials used sheet etc., required for payment following compliance requirements.
Specifically the service provider will provide 1 FTE for a period of three months for the following:
- Logistic and admin support based on the requirement provided by SNV District Advisor.
- Basic procurement required in line with SNV Nepal procurement policy for conducting meetings, workshops and other such events.
- Make payments to vendors based on proper documents where not possible to pay directly by SNV Office. Maintain record of advances received and expenditures made attaching proper invoices, bills and other approval supporting documents.
- Forward invoices and supporting document to SNV Nepal Office. (Softcopy via email & original via courier)
- Be in regular contact with SNV Nepal office’s Support Team to ensure all the required procedures and supporting documents are collected before making payments.
- Works on supervision of SNV District Advisor and in collaboration with SNV Support team.
Although not a part of the primary scope of work, the interested service provider should also indicate if they are able to organise short-term community social mobilisers with a WASH background to support documentation and facilitation of community events if needed.
TimeframeThe services are required for three months from 25 September 2019 to 25 December 2019.

Interested vendors can apply for one or more city (should have office in the city), and should provide the following for each city:
- 1-page capacity statement of the service provider to deliver above scope of work
- CV of primary FTE (full time equivalent ) that will be responsible for the above (1 FTE per city – can be combination of more than 1 staff)
- Completion of attached budget template
- Indication whether the service provider will be able to provide short-term community social mobilisers with a WASH background to support documentation and facilitation of community events if needed.
- Tax/VAT registration
