JOB DESCRIPTION/SCOPE OF WORK
TITLE: Supply Chain Specialist
PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nepal
General Summary and Background: The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
Principal Duties and Responsibilities (Essential Functions)
- The Supply Chain Specialist will deliver the Health System Strengthening part of GHSC-PSMNepal work plan. To complete this deliverable, the Supply Chain Optimization Specialist shall perform the following tasks:
- Support supervisor on GHSC-PSM’s overall work plan development to identify partners and plans that align and contribute to the technical assistance provided by PSM to maximize overall impact and eliminate/reduce risk of duplication of activities
- Serve as focal person for project’s warehousing, distribution and transportation, inventory management, and waste disposal activities
- Take a lead in developing warehousing, distribution and transportation related activities
- Provide TA on reporting and re-supply from district and by checking LMIS forms of Health Facility, timely stock book update, use of Authorized Stock Level and Emergency Order Plan at Health Facility, review Logistic Management Inventory System feedback reports for supply to Health Facility in closed coordination with MoHP staff at different levels and other partners
- Provide TA todifferent tier of SCM in Inventory Management and filling of the quantity to order in Logistic Management Information System forms and oversee essential drugs in Pull System implemented districts and program commodities in other district thereby sending a requisition form along with LMIS forms to districts, also provide TA in district re-supply of Health Facility as per LMIS forms and also look into whether Health Facility has maintained the Authorized Stock Level of program commodities.
- Work closely on stock balance of key health commodities (FP/RH/MNCH)& essential drugs at the national level and provincial level
- Follow up on LMIS reporting at the Province/Districts/LLGs; make a field visits to improve the SCM activities and mentoring field support officers
- Promote and advocate information-based decisions at all levels of SCM
- Back stops HSS specialist on FSO coordination and other activities
- Maintain a professional and cordial relationship with project staff and MoHP staff of different level (Federal, Provincial, and LLG/HFs) to carry out project’s activities
- Any other task assigned by the supervisor
Job Qualifications
- Advanced degree in health or management-related discipline preferred.
- Minimum 7 years of experience in public health program management, pharmaceuticals and medical supplies and/or supply chain management systems.
- Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context.
- Skilled in leading and managing high-performing teams.
- Demonstrated ability to work with cooperating partners in implementing complex programs.
- Excellent interpersonal, written and oral communications skills; proven diplomatic and public relations skills desired.
- Proficiency in English required.
Supervision:
Supply Chain Specialist will report to the Health System Strengthening Director.
Working Station
This position is based in Kathmandu, Nepal with a start date of 15 April 2019
