STAR PROGRAMDESCRIPTION

Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).

ABOUT THE FELLOWSHIP

The STAR Fellowship is a two-year global health and learning opportunity with:

FELLOWSHIP OPPORTUNITY DESCRIPTION

Background:

USAID is a leader in family planning and reproductive health(FP/RH) programming worldwide. In Nepal, USAID is one of the major donors in FP, along with UNFPA.USAID’s goals for it's FP/RH portfolio are to implement cutting edge programming that is appropriate for the Nepal context, and to take a leadership role in the national dialogue around FP/RH and Adolescent Reproductive Health (ARH). The Senior Family Planning and Reproductive Health Advisor (Senior Advisor) will provide leadership for USAID/Nepal’s investments in Family Planning and Reproductive Health, including ARH.

Introduction:

The Senior Family Planning and Reproductive Health Advisor (Senior Advisor) will provide leadership for USAID/Nepal’s investments in Family Planning and Reproductive Health, including ARH.  The Senior Advisor will coordinate with other USAID/Nepal Offices, development partners, the Government of Nepal (GON), and civil society to improve FP/RH in Nepal, including substantial USAID programming in ARH. The Senior Advisor will provide leadership in improving appropriate design, management, and evaluationUSAID/Nepal’s investments. They will facilitate the improvement of USAID’s portfolio including evidence-informed programming, maximizing impact by coordinating across sectors, and leveraging investments of other development partners and all levels of the GON. They will ensure that investments are culturally and locally relevant, contribute to strengthening local structures on the journey to self-reliance, and build resilient communities. The Senior Advisor will provide expert technical advice to USAID/Nepal in their technical area, as well as to the FP/RH/ARH sector in Nepal. The Senior Advisor is expected to provide leadership within, and to shape, the national dialogue in FP/RH and ARH.  

Reporting structure:

The Senior Advisor will receive technical direction from the HIV and Family Planning Team Lead and the Health Office Director. The Health Office Directorwill serve as their onsite manager. 

Essential Duties and Outcomes:

Improve USAID investments in FP/RH and ARHthrough expert advice and assistance on the use of data and international evidence, as well as on program and project management.

  • Identify target municipalities and/or districts/provinces for future USAID support based on data analysis; research. 
  • Work with development partners and the GON to map relevant programs and activities across target geographic areas. 
  • Gather input from development partners and the GON, to identify communities where investments are most likely to result in maximum impact. Consider local capacity, political will, and potential public health impact.
  • Provide technical guidance and advice on the development of new procurement mechanisms to ensure maximum impact in target communities. Review relevant USAID projects and activities, and work with Contract/Agreement Officers to identify opportunities and leverage existing agreements.
  • One or more technical sound activities which respond to the Nepal context, data, and epidemiology awarded.
  • USAID FP/RH activities appropriately managed, including monitoring and evaluation, according to USAID regulations on an ongoing basis.

Improve capacity of USAID/Nepal FP/RH staffto design, manage, monitor, and evaluateFP/RH activities, and to contribute to the FP/RH and ARH sectors in Nepal.

  • Provide on-the-job mentoring and training for existing USAID FP/RH staff. Increase staff capacity by demonstrating on a daily basis advanced technical, project management, donor and gov’t engagement, and coordination/collaboration skills.
  • Before the end of the assignment, develop practical, internal tools for use by existing USAID staff to ensure excellent performance in all aspects of their job duties – for example, checklists, SOPs, etc. 

Develop and put into place reporting structures that track implementation and impact of investments on improved family planning and adolescent reproductive health.

  • Standardize indicators across projects to track relevant inputs, outcomes, and impact for FP and adolescent reproductive health.
  • Work with development partners and GON to standardize data for tracking and reporting efforts to improve FP and adolescent reproductive health. 
  • Support USAID technical staff in analyzing, translating, and communicating data on implementing activities to improve FP and adolescent reproductive health. 

Improved coordination and knowledge sharing among development partners and the GON in support of improved FP/RH and adolescent reproductive health.

  • Provide guidanceto implementing partners involved in knowledge management activities.
  • Work with development partners and the GON to establish platforms and key objectives for knowledge management for FP and adolescent reproductive health.
  • Facilitateengagement and information sharing among technical staff at USAID.

Anticipated Learning Outcomes: *required 10% time

  • Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health. 
  • Cultivate mentorship skills based on the STAR GH mentorship curriculum to more effectively support and improve knowledge transfer and skills acquisition of staff, incoming fellows and interns. 
  • Advance leadership skills to successful support capacity building and knowledge sharing activities, and mentor and develop junior staff.  
  • Apply leadership skills and technical expertise to support programmatic growth and scale up within Family Planning and Reproductive Health programming.  

FELLOWSHIP REQUIREMENTS

Required:

  • Minimum 13 years of experience with master's degree in public health or a related area. 
  • Demonstrated success in managing or supportingFP/RH programming, including adolescent reproductive health programming in developing countries, preferably in Asia. 
  • Demonstrated success in coordination and collaboration with a variety of development partners. 
  • Ability to analyze, communicate, and translate data/evidence into program and policy guidance. 
  • Experience with USAID processes and structures.
  • Demonstrated leadership abilities.
  • Strong interpersonal skills and excellent oral communication and writing skills.  
  • Strong teamwork and team-building skills. 
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • US Citizenship or US permanent Residency required.
