Project Overview 

APPIIC Collaboration

On 16th. April 2015 Government of Nepal and the Government of the United Kingdom of Great Britain and Northern Ireland acting through the Department for International Development (DFID) signed an Agreement on “Accelerating Investment and Infrastructure  in Nepal (AIIN) Project No: 203427” agreeing to collaborate on energy sector among others.  “Accelerating Private and Public Investment in Infrastructure Component (APPIIC)” is a project established to fulfil the tasks by providing Technical Assistance to the relevant GoN organisations envisaged by the broader framework of the agreement. So, abiding by the broader framework contained in the Agreement, APPIIC is collaborating with NECMEDDP/MoEWRI for the establishment of Project Acceleration Unit (PAU) for achieving the target set forth by GoN.

1.Senior Hydropower Engineer—Accelerating Private and Public Investment in Infrastructure Component (APPIIC)

Deliverables

The Senior Hydropower Engineer is responsible for facilitating the securing of agreement from all possible concerned stakeholders on the issues being faced by the projects, enabling construction of the Kabeli Corridor transmission lines, SS and hydropower projects being constructed at Kabeli area, as soon as possible, in consultation with the APPIIC Intervention team, and PAU.   

Senior Hydropower Engineer’s Responsibility and Scope of Works

  • The responsibility of the Senior Hydropower Engineer (SHE) is to facilitate Transmission Line (TL), Sub-Station (SS) and Hydropower Power (HP) projects in getting timely approval from GoN institutions, No Objection Letters and other necessary documents by liaising with the local/provincial/federal authorities in shortest possible time. 
  • Assess needs of TL, Sub-Stations & power projects at PAU and discussing with the project developers, GoN officials, relevant direct stakeholders for implementing NECPEDD, MLTAPESD and White Paper with regards to extending help, facilitating and trouble-shooting the TL, SS & power projects under construction or as advised by Chief & Coordinator of PAU. 
  • Undertaking and/or facilitating the projects for troubleshooting and removing hurdles/bottlenecks.
  • Liaising with the concerned government and/or federal, provincial, & municipal political authorities for accelerating the resolution of bottlenecks related to construction works.
  • Achieving the milestones and metrics designed to address the problems identified in the work plan.
  • Developing work plan for implementation of NECPEDD, MLTAPESD and White Paper.
  • Managing works according to plan. 
  • Motivating relevant officers and working team to achieve goals and objectives identified in plan.
  • Making field trips as per the necessity and or as per the direction of Chief & Coordinator of PAU.
  • Revising work plan as needed.
  • Reporting to Intervention Lead-Energy/APPIIC on regular basis.
  • Collecting evidences of works done.
  • Preparing periodical and final reports.
  • Preparing Scoping Report for undertaking 2nd. and 3rd. Transmission Line Corridor, Substation and Hydropower projects.
  • Preparing ToR for making Guidelines for conducting DPR study of Transmission Lines.
  • Preparing ToR for making Guidelines for Tender Packaging of Transmission Lines.
  • Preparing Power Point Presentation, help conduct seminar/workshop and proceedings of Seminar to be conducted by PAU/APPIIC on the patronage of MoEWRI.
  • Conceptualising issues and preparing Plan/Program for scale up of APPIIC.
  • If required, interacting with other development partners to seek more resources needed for implementing the activities mentioned in the proposal approved by the MoEWRI, as per the guidance of the NECCEDD Project Chief/MoEWRI and IL/APPIIC.

Requirements

  • Must have Bachelors’of Engineering Degree in Hydropower with more than 25 years’ of experience in the field of electricity development in Nepal.
  • Master’s Degree is an added advantage.
  • Must have Nepalese citizenship.
  • Good rapport & connections with officials at the Ministry of Energy, Water Resources & Irrigation, Dept. of Electricity Development and NEA, a plus.
  • Working Modality
  • SHE will report to IL-APPPIIC on regular basis and keep PAU/APPIIC updated regarding progress.

The APPIIC premise located in Ekantakuna, Lalitpur would be the main office and the working sites would be Kabeli Corridor area (Jhapa, Ilam, Tehrathum and Panchthar districts) and the provincial Headquarters of Province No.-1, Morang.
