Development of a mobile app and a web portal for Disaster Information Management System (DIMS)

This call for Proposal is to solicit consultancy support service from qualified service providers (consultancy firms) to develop a mobile app and a web portal for Disaster Information Management System (DIMS) for Lalitpur and Kathmandu Metropolitan cities. This assignment is a part of SurakshitSahar(Safer city) an urban disaster risk reduction consortium Project being implemented in Lalitpur and Kathmandu. A consortium of four international agencies – ADRA, DCA, LWR and WVI – have partnered with ISET-Nepal and local governments of the two metropolitan cities to build urban resilience through some innovative practices.

In the pilot phase from August 2018 to May 2019, Wards 10, 12 and 31 of Kathmandu Metropolitan City and Wards 2, 9 and 11 of Lalitpur Metropolitan City have been selected. The project aims to produce evidence-based learning on scalable and replicable approach and processes for urban disaster risk reduction and resilience building. The learning of the pilot phase of the project would be used to develop a full-scale urban DRR and resilience building program and investment plan, creating opportunity to expand the program in other urbanized and rapidly urbanizing areas of the Kathmandu Valley and also in other parts of the country. 

The project is being implemented by Institute for Social and Environmental Transition(ISET)-Nepal.

The Specific Objectives of the assignment are to:

• Develop an android-based application, and 
• Develop a web portal to support the institutionalization of disaster information management system of Kathmandu Metropolitan City and Lalitpur Metropolitan City. 

The intended deliverables through the assignment are:

Android-based mobile application and web portal for two metropolitan cities along with all necessary annexes such as users’ manuals, training facilitations pertinent there to.

Interested consultancy firms, who meet the above criteria should apply by submitting a Proposal (not more than 10 pages excluding annexes) in a duly signed, stamped and sealed envelope separately for technical and financial proposals along with a soft copies of the proposalsclearly mentioning the title in the front of the envelope. It is expected that the service provider has read and understood the Objective, Scope of Work, proposal evaluation criterion and requirements for proposal submission. The closing date for application is 15th November 2018, 5 PM NST. The proposals submitted after the deadline will not be accepted and incomplete proposals will not be reviewed. Only shortlisted candidates will be contacted. Telephone enquiries shall not be entertained.
