Request for Applications- New Business Support Consultant

Background

Digital Frontiers is a $75 million buy-in mechanism available to USAID Bureaus and Missions from 2017-2022. DAI implements the Digital Frontiers project, which works closely with USAID’s Global Development Lab (GDL), the Center for Digital Development (CDD), USAID missions, the private sector, and international and local development organizations to identify successful and sustainable digital development approaches and scale their impact globally. 

Digital Frontiers is currently preparing for a buy-in project to support the USAID/Nepal mission to support with Disaster Risk Financing (DRF) activities. This project will examine ways that private financial tools can inject cash into the government when disaster strikes, cover more able households with insurance, and other risk transfer mechanisms that could allow the government to focus its own resources on the most vulnerable households who are underserved in the current recovery efforts. USAID/Nepal has chosen Digital Frontier’s mechanism for this project because it believes digital solutions will play a key role in enabling DRF in the country going forward. 

Objective

The objective of the New Business Support Consultant is to provide support to the Disaster Risk Financing (DRF)Specialist who will be working, both remote and in Nepal, to compile an assessment analyzing potential pathways toward developing a diverse and robust set of digitally-driven disaster risk financing tools in Nepal. This consultant will be a key part of the DAI assessment team providing support before, during, and after the assessment TDY.

Responsibilities

The New Business Consultant will work with the DAI team on the following tasks during all phases of the Assessment (pre, during, and post TDY):

Pre-TDY Planning

To get maximum value out of the TDY, Digital Frontiers will work to identify, contact, and set up meetings with key stakeholders in the weeks ahead of the TDY. The consultant will assist to: 

  • Work with the DRF Specialist and DAI team to develop a list of target stakeholders to meet while in country (with USAID approval). 
  • As relevant, participate in pre-TDY planning calls with USAID/Nepal. 
  • Contact and schedule meetings with the list of target stakeholders, managing the schedule of the Assessment TDY. 
  • Identify and coordinate with a driver, procure local mobile phones and/or SIM cards for DAI Assessment team, and provide other logistical support as requested by the DAI team.  
  • Support with travel logistics as needed (arranging airport pick up/drop off, providing hotel recommendations/quotations).  
  • Assist in the planning of donor/partner workshops. 
    • Provide recommendations and at least 3 quotations for workshop venue 
    • Manage the planning and logistics for the Assessment USAID/donor workshops 
  • Translation of any relevant documents as requested prior to TDY 

TDY  

The consultant will participate in the Assessment TDY attending targeted meetings, including with government officials and with USAID staff. During the TDY key tasks will include: 

  • Ongoing management of Assessment TDY logistics to trouble shoot any issues that come up 
  • Management of TDY schedule including meetings, tracking final meeting schedule and final meeting attendees including contact information 
  • Attendance at TDY meetings, as requested and relevant 
  • Translation services at TDY meetings, as requested and relevant 
  • Management of the logistics and implementation of Assessment USAID/donor workshops

Post-TDY  

Digital Frontiers will work with USAID/Nepal to develop the final assessment and recommendations. Duties include: 

  • Translation of any relevant documents as requested post-TDY 
  • Sharing back-up documents including meeting notes, TDY final schedule, TDY final list of meeting attendees and contact information 

Qualifications

  • 10+ years of demonstrated success in development or in logistics and event planning, translation, and relationship management
  • A wide set of contacts in the country
  • Familiarity with USAID/Nepal, familiarity with DAI preferred
  • Excellent English writing and communications skills
  • Two to five years of experience supporting assessments and stakeholder meetings
  • Proven ability to balance multiple tasks at once under tight deadlines
  • Currently based in Nepal
