Job Description Position: Regional Coordinator (Consultant) 

Duration: 1 year fixed-term contract with the possibility of extension.Probation period of three months.

Location/Travel: Based in Kathmandu, Nepal with some national and international travel within South Asia.

Salary: 100,000 NPR per month (post holder responsible for payment of local taxes)

Background:

In January 2017, the Government of Nepal hosted the first conference on the brick kiln industry in South Asia. The conference brought together representatives from national governments, UN agencies, NGOs, trade unions, employers’ organisations and donor agencies. The Pokhara Outcome Statement emerged from this conference, with the participants making commitments to improve the brick kiln industry at the national level. In November 2018, the South Asia Regional Workshop on Environment, Child & Bonded Labour and Animal Welfare took place in Nepal, bringing organisations from these three sectors together to tackle issues in brick kilns collectively. Following the One Health, One Welfare approach, the group identified key activities required to increase the project’s momentum to improve conditions in brick kilns, creating the vision of a “sustainable, dynamic, safe and just brick kiln industry for workers, families, animals and the environment”. 

Overview:

A key recommendation from the South Asia Regional Workshop was the appointment of a regional coordinator to cement this consortium, maintain momentum and engage in high level discussions within the South Asia region. Brooke and The Donkey Sanctuary are now jointly recruiting to fill this position. 

This is a senior role which will include representation at government level, the position holder will be responsible for providing overall leadership and management of the regional consortium and its activities. Working closely with consortium partners, the regional coordinator will represent the consortium to all relevant stakeholders, including the project steering committee and be responsible for ensuring coordination and information-sharing mechanisms are in place with relevant government, community,cluster and INGO stakeholders.

Roles and Responsibilities:

Consortium Management – 50%

  • Manage partnerships within the consortium to ensure smooth collaboration between organisations including developing MoUs
  • Develop a communication plan for the consortium
  • Build on the 2018 workshop plan to develop a consortium roadmap (includes mapping of additional stakeholders) and strategy
  • Develop ToRs for consortium initiatives and research,including work outsourced to consultants
  • Manageconsortium initiatives and research consultants
  • Convene and lead regular consortium Steering Committee meetings and follow up actions
  • Lead the drafting and dissemination of position papers, statements, reports and releases on the consortium’s engagements and advocacy
  • Conduct regular follow-up of work plans and identify and address any delays in a timely and effective manner
  • Support the project lead of each partner to implement all aspects of the project

External Communication and Networking – 30%

  • Advocate the vision, mission and interests of consortium partners to external stakeholders, including donors and government authorities 
  • Attend government, UN, NGO and donor meetings and present ongoing consortium activities
  • Actively pursue communications opportunities, e.g. media opportunities
  • Monitor national policy environments and keeps the platform updated on key developments 
  • Collaboratively represent the consortium at events and conferences 

Financial and Reporting – 20%

  • Develop an M&E and reporting planfor the consortium
  • Establish and maintain financial reporting to adhere to internal reporting processes
  • Report to the Steering Committee 
  • Develop and manage financial plans to include multiple consortium events across the region
  • Develop donor funding profiling  

Required: 

  • Familiar with international treaties and agreementsrelating to brick kiln industries
  • Experience in an international developmentorganisation
  • Proven track record in programme management (report writing, budget management and facilitating learning processes)
  • Proven experience of successful alliance building
  • Experience with networking and lobbying and advocacy at country and regional level
  • Excellent English (written and oral) communication skills
  • Ability to communicate effectively with various stakeholders
  • Able to coordinate and manage staff and project activities
  • Proven ability to work creatively and independently both in the field and in the office
  • A strong team player and adept at creating a strong team spirit
  • Ability to organise and plan effectively
  • Knowledge of local language and/or regional experience an asset
  • Workshop facilitation experience

Qualification and Experience:

  • Formal qualification in social sciences, environmental science social work or animal welfare
  • Relevant experience of the brick kiln industry
  • IT skills proficiency in standard computer software (Office suites)

Hiring Process:

The Regional Coordinator will be hired through a competitive process by a selection committee, including members of consortium at the national, regional and international level. This post will be contracted by and report into Brooke and The Donkey Sanctuary, potentially being hosted by one of the platform members or be a remote working role. The Regional Coordinator is a full-time position and cannot have another position/job at any of the platform members or any other position.
