Background & Project Description: 

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth.  The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins. 

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N. 

Position Objective:

The Quality Assurance Manager (Social Inclusion & Resettlement) monitors and strategically manages to achieve dual objectives: (i) gender and social inclusion into compact projects and activities  in line with MCC Gender Policy and Operational Requirements and (ii) resettlement  for all Compact funded activities to ensure compliance of all Program activities with relevant national environmental and social laws and regulations, MCC Environmental Guidelines, and the International Finance Corporation (IFC) Performance Standards on Environment and Social Sustainability. The Quality Assurance Manager (Social Inclusion) achieves these objectives by advising the Deputy Executive Director of Project Delivery on the performance of each Project Manager, coordinating with the Gender and Social Inclusion and Environment and Social Performance experts in each project teams and, where necessary, providing technical guidance for MCA-N team members to fulfill their respective role.  The Quality Assurance Manager (Social Inclusion) will equally divide his/her between tasks necessary to fulfill all gender, social inclusion and resettlement responsibilities (i.e., 50 percent for each mentioned objective). 

Duties and Responsibilities:

Operations 

  • Advise the Deputy Executive Director of Project Delivery on social and gender inclusion performance of each project through ongoing communication, coordination, reporting, oversight and, where necessary, providing recommended corrective actions 
  • Engage MCA-N Environmental Social Performance (ESP) and GSI staff through regular meetings and discussions to provide updates, monitor progress, identify challenges/opportunities and provided practical advice and solutions 
  • Engage MCA-N/MCC Staff, and other government counterparts to effectively integrate social inclusion considerations into project planning, development, and implementation, including Terms of Reference, work plans, designs, supervision contracts, budgets, timelines, and monitoring mechanisms 
  • Serve as the main counterpart to MCA/MCC GSI and ESP (Environmental Social Performance) Staff, and other government counterparts and stakeholders on all (i) resettlement and (ii) gender and social inclusion in compact projects and activities issues on Compact activities 
  • Advise the Deputy Executive Director and Project Managers to build the Electricity Transmission Project (ETP) team through recruitment, training, development and mentoring, and performance management of staff to ensure a capacity to deliver the project’s objectives 

Planning 

  • Establish and implement a quality control framework to monitor and strategically manage the (i) resettlement and (ii) gender and social inclusion (GSI) performance of each Project 
  • Provide intellectual and technical leadership and support to MCA-N project staff in general and GSI staff in particular in strengthening their capacity in current GSI approaches, strategies and tools for effectively integrating gender and social into compact projects and activities  
  • Coordinate closely with all MCA-N Staff and government counterparts to ensure proper oversight of the implementation of all Compact-funded activities, including participating in field missions 

Monitoring & Evaluation 

  • Review key resettlement documents including but not limited to, Resettlement Action Plans, Stakeholder Engagement Plans, etc., and ensure the dissemination and implementation of these tools to improve environmental and social performance on Compact activities  
  • Review key GSI documents including but not limited to Social and Gender Integration Plan (SGIP) and its revision; Social and Gender Training modules and materials and other relevant tools for improving GSI performance 

Requirements (Education, Experience, Technical Competencies): 

  • Bachelors’Degree (Required) and Master’s Degree preferred from a recognized institution in the following or equivalent fields: Social Science, Sociology, Social Work, Gender Studies, Community Development, Development Economics, Political Science, Environmental Science, Environmental Studies, Environmental Engineering, Environmental Planning, Environmental Management, Engineering 
  • 10 years of cumulative experience preferred (accumulated after acquisition of Bachelor’s Degree) in social inclusion and resettlement work with infrastructure focused projects preferably in power sector 
  • Managing projects of similar size, including preparing Terms of references for hiring consultants (designers, advisors, program managers), and construction contractors, preparing budgets for their hiring, managing budgets for social inclusion activities, evaluating the procurement processes, negotiating and awarding the contracts, and managing the hired consultants and contractors for a timely and quality implementation 
  • Multilateral donor funded projects in the directly relevant sectors will be preferred; completed projects references will be given additional advantage 
  • Demonstrated experience in resettlement, and social impact assessment, especially where integrated with environmental or other social considerations in infrastructure projects, or projects of a similar nature 
  • Demonstrated experience in gender and social inclusion and social impact assessment of infrastructure projects   
  • Demonstrated ability in working with multi-disciplinary team and perform in oversight capacity 
  • Familiarity with international resettlement, environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability 
  • Computer skills (MS office, MS Project). HDM4 experience is advantageous 
  • Excellent written and verbal communication skills in English
