Project Manger with M&E Expertise 

BACKGROUND:

Nepal National Dalit Social Welfare Organization (NNDSWO) was established in 1982. It is a network based organization having its district chapters in 74 districts in Nepal. NNDSWO envisions an equitable and prosperous society free from all forms of discrimination, exploitation and poverty where human rights, social justice and dignity of all are equally respected. Its mission is to 'eliminate caste-based discrimination and untouchability and empower people for dignified life'. Human rights, governance, education and livelihood are four core thematic programme areas of NNDSWO. Gender equality, conflict transformation, youth empowerment, and advocacy on inclusive DRR are major crosscutting themes. It has successfully managed projects on human rights, governance, education, adolescent empowerment, etc. in all regions of Nepal in partnership with inter/national partners/donors.

NNDSWO is implementing a project titled Assist Haliya Community to Achieve Full Rehabilitation from Slavery & Labour Exploitation (AHCAR)in five districts of province 7 (Baitadi, Bajhang, Bajura, Dadeldhura and Kanchanpur) in partnership with Anti-Slavery International. - The main funding donor of the project is UK Department for International Development (DFID). The project period is from 2018 to 2021. 

The project has outcome to reduce the vulnerability to slavery and labour exploitation of freed haliya families through increased social, political and economic empowerment and participation in the effective implementation of the government's rehabilitation process. 

It has following outputs: 

Output 1: Improving representation of freed haliya community

Output 2: Monitoring of governments rehabilitation process and advocacy 

Output 3: Economic empowerment of freed haliya community 

Output 4: Education of children 

Currently, we are seeking competent, committed and dynamic candidates for the following position:

Project Manager with M&E Expertise - 1 No (Duty station NNDSWO Central Office, Bakundol, Kathmandu)

JOB PURPOSE:

The Project Manager will be responsible for the overall management and coordination of the AHCAR project work, responsible for the quality of technical, operational, organizational and monitoring evaluation and learning activities needed for efficient program implementation. This position is a combination of managerial and MEL role (60% managerial and 40% MEL)

JOB RESPONSIBILITIES:

Project management and leading: 

  • Lead, facilitate and manage project activities to ensure effective management and delivery of the project activities and results 
  • Coordinate and liaise between project field, regional, central staff and partner organization 
  • Preparation and supervision of work plans, budgets and resource allocation ensuring application of grant conditions and guidelines 
  • Produce project related documents with quality control of all project requirements including timely submission of quarterly narrative report 
  • Provide necessary guidance to the team to ensure efficient and effective functioning of the project
  • Organize and coordinate project review meetings with necessary preparation, also arrange, facilitate partner organizations field visits
  • Engage with key stakeholders: government, NGOs, private sector, donor and civil society on an ongoing basis to understand the constantly changing political environment and effective advocacy  

Monitoring Evaluation and Learning (MEL): 

  • Develop a MEL plan with monitoring tools in line Log-frame and theory of change of the project with assistance from Senior Management and Anti-Slavery;
  • Provide technical backstopping to field staff on MEL framework, plan, reporting format and learning documentation;
  • Orient field team on reporting and data collection formats, and ensure reporting and data collection is made in set standard,
  • Collect, record, store, analyse and interpret the project data and submit to management and board for using in appropriate decision making,
  • Regularly track the result progress against targets set in log-frame and MEL framework, and support management for taking corrective measures on timely manner;
  • Visit project sites in a planned manner; and document success stories, good practices, learning and communicate to partners and concerned stakeholders;
  • Coordinate with other projects of NNDSWO and maintain integrated database of all projects/ programmes and visit fields where needed;
  • Collect updated information project risks and support management to execute Risk Management Plan of the project;
  • Support and coordinate for implementation of national level events.

QUALIFICATIONS:

Essential:

  • Completed Bachelor's Degree in social science or management disciplines (master's Degree Preferred) or relevant experience.
  • Minimum of three years of project management and two years of proven Monitoring, Evaluation and Learning experience.
  • Excellent understanding of modern days slavery, human trafficking issue including social, cultural, structural and institutional barriers to marginalized population’s meaningful and effective participation in the decision-making processes. 
  • Good influencing and advocacy skills about slavery survivor’s rights, existing policies and practices resulting in their exclusion. 
  • Excellent knowledge on gender equality.
  • Understanding of MEL framework, result based reporting and documentation skills.
  • Experience digital data management, and skill on statistical software is preferred.
  • Data analysis, presentation and interpretation skills.
  • Excellent written and Spoken English and Nepali with IT skills.
  • Able to travel to the field frequently and work independently.

Desirable: 

  • * Woman candidates preferably from the Dalit community.
  • Previous similar work experience in DFID funded project will be an advantage.
