BACKGROUND

MAJOR RESPONSIBILITIES:

Under the guidance of the IUCN Nepal Country Representative with close collaboration with all technical staff, the Programme Coordinator will coordinate the IUCN Nepal Programme at the country level to ensure effective and timely development, planning, delivery, monitoring, and evaluation of an integrated and coherent programme for IUCN Nepal.

The main responsibilities are:

  1. Programme and Project Planning, Monitoring and Reporting
  2. Programme and Project Development
  3. Capacity Development in Planning, Monitoring/Evaluation and Reporting

SPECIFIC DUTIES:

Programme and Project Planning, Monitoring and Reporting. Support the Country Representative in effectively coordinating the IUCN Nepal Programme to ensure coherence and integration across the programme as well as with the Asia Region and globally, and to this end:

  • Coordinate the process of country programme and project planning, monitoring and reporting in accordance with guidelines established for the Asia Region and globally;
  • Ensure the development of good quality strategic, intersessional and annual plans for IUCN Nepal, including the developmentand regular monitoring of programme and project work plans;
  • Liaise closely with thematic units and Projects to ensure outputs and commitments identified in work plans are delivered in a timely and effective manner and any resulting products are of high quality;
  • Integrate monitoring and evaluation in the work of all projects of IUCN Nepal including the development and use of performance indicators for quality management;
  • Support programme and project evaluations and participate in related reviews, as necessary;
  • Ensure that lessons learnt in various projects and units of IUCN Nepal are documented and internalized in the current and future work of IUCN Nepal.
  • Ensure regular programme reporting requirements by both donors and IUCN Asia Regional Office (ARO) are met (e.g.Quarterly Progress-Reports & Annual Report);
  • Ensure strong links between communications/knowledge management and programme coordination and delivery.
  • Coordinate activities between HR, finance and general administration to support programme and project delivery, as per instruction from the CR Programme and Project Development

Programme and Project Development

  • Lead the proposal development activity in IUCN Nepal;
  • Provide programme development support and advice to IUCN Nepal staff in the preparation of project concepts and proposals, including facilitating technical input and reviews by the Natural Resources Group (NRG);
  • Assist the CR in seeking new funding opportunities by developing innovative alliances with donors, members and partners and producing quality project proposals in close cooperation with both technical staff within IUCN Nepal and with NRG;
  • Work with the IUCN Nepal Country Representative and Head of Finance on matters related to financing and sustainability of IUCN Nepal notably, updating and review of ABC list, preparation of project budget and donor contracts, definition of the core functions and costs of IUCN, integration of annual work planning and budgeting, and new financing mechanisms;

Capacity Development in Planning, Monitoring, Evaluation and Reporting

  • Facilitate, guide and assist all programme units in using the tools and techniques available in Asia Region and globally for work planning, M&E and reporting;
  • Provide overall guidance and advice on project development, proposal writing and donor intelligence; 
  • Undertake specific capacity building measures and exercises (training, mentoring, other) as necessary
  • Undertake any other tasks as may be assigned by the Country Representative from time to time

REQUIREMENTS

  • Advanced University Degree in Forestry, Conservation Biology, Project Management, Economics, Natural Resource Management, or a relevant field. PhD in a similar study will be a distinct advantage
  • Minimum 8 years of progressively responsible experience in programme/project development, management, monitoring and evaluation
  • Demonstrated ability to liaise and coordinate with government entities and various stakeholders
  • Demonstrated fund raising ability 
  • Fluent in English (both verbal and written)
  • Proficient in the use of office applications (MS Word, Excel, PowerPoint) and other web-based management systems
  • Fluent in English (verbal/written) and the language of the duty station
