DAI seeks a Procurement Manager for the USAID Paani Program. The Procurement Manager is responsible to manage overall Paani’s procurement management, day-to-day and long term/planned procurements in Kathmandu and Nepalgunj offices, including managing events, purchase orders and inventory. This position will be supervised by the Senior Operations Manager.

Detail Scope of Work

Position: Procurement Manager

Level of Effort: One Year Full-time, Fixed Term Contract, with possibility of extension

Period of Performance: on/about September 1, 2019 – August 31, 2020

Base of Operations: Kathmandu, with frequent travel to Field Office in Nepalgunj and other project areas in Karnali, Mahakali and Rapti

Background

USAID Paani Program, also known in Nepali as यॠà¤à¤¸ à¤à¤¡ पानी परियोजना, is a 5 year, $25 million USAID-funded Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. Inclusive, the sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. The Paani Program aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. Through activities at the watershed, basin and national scales, Paani aims to reduce threats to freshwater biodiversity and strengthen the resilience of targeted communities in the Karnali, Mahakali and Rapti river basins to adapt to the adverse impacts of climate change through improved water resource management.

Position Overview

The Procurement Manager is responsible to manage overall Paani’s procurement management, day-to-day and long term/planned procurements in Kathmandu and Nepalgunj offices, including managing events, purchase orders and inventory. This position will be supervised by the Senior Operations Manager.

Responsibilities

  • Manage project procurement processes in collaboration with technical and operations staff to assure the most reasonable, expeditious, and appropriate procurement choices are made.
  • Develop scope of work or technical specification of all procurement of goods/services, request for proposal/request for quotation, and conduct and lead bids solicitations, evaluations, selections, award, and implementation processes.
  • Ensure procurements are compliant pursuant to DAI’s Field Operations Manual and with USAID regulations.
  • Oversee procurement and inventory documentation, maintaining well-organized, updated, and completed files in soft and hard copy.
  • Manage purchase orders to ensure the deliverable and payments comply with the terms and conditions and Paani and USAID regulations.
  • Serve as the procurement reviewer in the TAMIS Pro workflow, monitoring the progress of approvals in TAMIS and following up on any pending approvals.
  • Maintain a pipeline that tracks status of current procurements and future procurements.
  • Provide procurement guideline/advice to Paani team whenever needed to ensure all required procurement of goods and services are well planned and comply with DAI and USAID regulations
  • Provides operations and logistic support on PANI stakeholder events. If required, manage (organize) Paani’s events such as meeting, workshop, training, etc. directly
  • Work closely with Finance and Administration Manager to readily provide procurement spending details for internal DAI and external USAID reporting.
  • Support the PANI Grants team in any grants related procurement.
  • Supervise the Procurement Officers (Kathmandu and Nepalgunj).
  • Other duties as assigned by Chief of Party and Senior Operations Manager.

Level of Effort/Timeline

The level of effort is 260 days per year. The employment contract will be on a yearly basis, with possible extensions until the close of the project on December 16, 2020. The Procurement Manager will be based in Kathmandu with frequent travel to Field Office in Nepalgunj and throughout the Mahakali, Karnali and Rapti River basins and occasional travel to other parts of Nepal.

Supervision

The Procurement Manager will work under the direct supervision of the Senior Operations Manager. The Procurement Manager will also receive technical guidance from Paani Chief of Party or designees. The Procurement Manager will supervise two Procurement Officers (Kathmandu and Nepalgunj).

Qualifications

  • A university degree in Business Administration, Management, Procurement / Supply Chain, Finance, or other relevant field is required.
  • Minimum of ten years of demonstrated experience in managing procurement of goods and services
  • A master’s degree with six years of experience is preferred.
  • Working knowledge of USAID Contract and Procurement Management policies and procedures. Strong knowledge of US government regulations including the Federal Acquisition Regulations (FAR), USAID Acquisition Regulation and OMB circulars.
  • Experience with international organizations and USAID funded project is preferable
  • Demonstrated organizational and leadership skills with a willingness to take initiative, be proactive, and collaborate effectively with members of the Paani team, partner organizations, vendors and other stakeholders.
  • Fluency in English and Nepali. Demonstrated ability to communicate clearly and effectively in both languages, both orally and in writing.
