SNV is seeking qualified and energetic Nepalese nationals for the position of National Capacity Development Expert  for the Programme “Promotion of Renewable Energy in Rural Areas” (RERA) in Sudur Paschim Pradesh (Province 7).

Renewable Energy for Rural Areas (RERA)

The Renewable Energy for Rural Areas (RERA) is a joint technical support programme for the Nepalese small-scale renewable energy sector of the Government of Nepal (GoN) and Germany and is jointly implemented by the Alternative Energy Promotion Centre (AEPC) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The RERA programme aims at improving and developing a framework for participatory and demand-led promotion of small-scale RE in central, provincial, and local government authorities, and ensuring the effective cooperation with civil society and the private sector in the context of federalisation and constitutional reform. Currently 6 Rural Partner Municipalities are selected as working areas of RERA in Baitadi, Bajhang, Doti, Kailali and Kanchanpur. The position will be based in Dhangadhi with frequent travel to partner municipalities.

Job Description

  • Responsible for overall capacity development tasks for AEPC, Provincial Government, Private Companies, Civil Societies, Training Institutions and selected Municipalities as stipulated in the contract document (TOR) between SNV and GiZ.
  • Develop and update the capacity development strategy of RERA.
  • Prepare capacity development related TOR for consultants and coordinate them on proper functioning as per TOR.
  • Prepare materials for the capacity development activities as per the results of capacity needs assessment.
  • Organize training and capacity development measures for the selected stakeholders in central, provincial and local level.
  • Carry out monitoring and evaluation as well as follow-up activities on the training/capacity development measures.
  • Coordinate with stakeholders on planning and budgeting of energy measures and provide technical backstopping support to ensure the quality of outputs.
  • Act as trainer and resource person in each training, workshops and meetings with partner municipalities and stakeholders.
  • Attend meetings representing SNV /RERA as and when necessary and communicate with GiZ and AEPC in relation to capacity development activities.
  • Document and prepare reports on the capacity development activities and their outcomes.
  • Perform any other activities as and when necessary.
  • Assist the team leader with day to day tasks for managing the project.

Qualifications

  • A Master’s degree in Social Sciences, Education, Engineering, Development Studies or related subjects, and a minimum of 8 years of experience in strategic Capacity and Organizational Development in cooperation with international development partners in the context of rural Nepal
  • Extensive knowledge on Renewable Energy 
  • Experience in monitoring and evaluating Capacity Development Measures.
  • Experience in moderating and facilitating workshops and capacity development events.
  • Good command of written and oral English and Nepali.
  • Working experience in Sudur Paschim Province is preferred
