APPIIC

Accelerating Public and Private Investment in Infrastructure (APPIIC) being implemented by IMC Worldwide is Lot 1 of the UK aid-funded “Accelerating Investment and Infrastructure in Nepal” (AiiN) programme that aims to support the Government of Nepal in attracting investments and accelerating investments into completed projects. APPIIC provides technical assistance to the Investment Board of Nepal (IBN), Ministry of Energy, Water Resources and Irrigation; Ministry of Physical Infrastructure and Transport and Ministry of Forest and Environment to increase public and private investment in large scale hydropower and transport infrastructure. APPIIC also manages DFID’s financial and human resources to IBN to facilitate private investment in Nepal’s infrastructure.

Details / requirements:

The Accelerating Public and Private Investment in Infrastructure Component (APPIIC) of the UKAID funded Accelerating Investment in Infrastructure in Nepal (AIIN) programme. The UK Government’s Department for International Development through APPIIC supports the easing of constraints that impede investment in infrastructure, and Investment Board of Nepal (IBN) in investment promotion, project development and the implementation of private and public infrastructure projects.

Role:

The MEL Officer’s role will be to support the APPIIC team, including the IBN Consultancy team and the bottleneck leads, with day-to-day MEL functions required to document and monitor results, and create a strong evidence base for reporting and learning. The MEL Officer will work closely with the MEL Advisor on implementing MEL tools, ensuring quality means of verification are collected and managed effectively and efficiently for all of APPIICs work areas. The MEL Officer’s will also support the teams to capture evidence and learning that could be used to inform course corrections and adaptive management for continual improvement of programme quality.

Responsibilities:

The MEL Officer’s responsibilities are, but not limited to the following tasks and duties:

  • Assist the APPIIC bottleneck and IBN teams in the collection and maintenance of MOVs in support of APPIICs results, in line with APPIICs MEL framework;
  • Maintain accurate Logframe results tracking on a monthly basis;
  • Undertake monthly press reviews, creating a press file and analysis on related political developments and potential implications for APPIICs work;
  • Support in the preparation of quarterly remuneration milestone packages, six monthly and annual reports;
  • Quality review completed MEL tools together with the MEL Advisor;
  • Support in the implementation of action research including initial drafting of TORs, research plans and tools;
  • Working with the MEL Advisor to develop baseline data set for specific results areas of APPIIC;
  • With the MEL Advisor develop a capacity building/training evaluation methodology and administer the evaluation tool at capacity building events delivered by APPIIC
  • Ensuring data collected is robust, clean and verified; 
  • Conduct data analysis to draw robust and logical conclusions, lessons learned and proposed recommendations for continuous improvement;
  • Assist MEL Advisor in facilitating quarterly learning and reflection sessions with the APPIIC team and producing a report on key findings, lessons and implications for future programming;
  • Orient new team members on the MEL framework and tools as and when required;
  • Perform day-to-day MEL tasks related to results monitoring, evidence collection and sharing, and reporting to donor as and when required;
  • Maintain all MEL documents on central server for ease of access and be the point person for evidence sharing;
  • Any other reasonable tasks identified and requested by APPIIC Management.

Person Specification: 

Essential:

  • Bachelor’s degree in social sciences;
  • Two years’ professional experience in MEL, preferably in governance programmes;
  • Strong research and analytical skills;
  • Strong writing and reporting skills;
  • Adept in Microsoft packages including MS Excel;
  • Excellent relationship management and communication skills;
  • Excellent professional judgment.

Desirable:

  • Master’s degree in social sciences;
  • Experience in governance programmes;
